I am a nearby property owner and a co- <br /> user of the access road I have just recently found out some of the specifics contained in this application. <br /> As I understand the application the applicant will be using this access for their mining operation and <br /> obviously then haul trucks coming in to load and exiting loaded. It seems apparent to me that the road is <br /> not built for this type of use and it is not even mentioned in the application of the other user's, using <br /> this road.The application itself states the road is 12 feet wide, completely unacceptable to put large <br /> dump trucks or semi-trailers full of product on the same road as other residential users. I have <br /> personally seen my neighbor's grandchildren using this road on their bicycles. It is also used for <br /> agricultural activities involving livestock movement, walking,ATV and UTV usage, by invited guest of the <br /> landowner's and on occasion by trespassers. <br /> 1) Where this private road intersects with the public County road I believe there is a dangerous <br /> interaction between not only the existing landowner's, but undeniable danger imposed by <br /> adding on average 23 haul truck/trailers per day 200 days out of the year. I personally have <br /> pulled out on to the County road from the private road not having seen an approaching vehicle <br /> from the south, as it was down in the dip on the County road just south of the intersection.The <br /> vehicles traveling either north or south on County road #129 travel at a minimum of the posted <br /> 45MPH speed limit, many times at much greater speed. It is not safe to have a haul truck/trailer <br /> pull out on to this busy county road with blind stretches of road for the traveling public to either <br /> slow down to almost 0 while the haul truck/trailer accelerates,or be able to pass the heavy <br /> vehicle as it tries to accelerate to public travel speeds. According to the application they will <br /> extract up to 70,000 tons of product per year, at 15 tons per loaded truck that is 4,666 <br /> entrances on to the county road each year or over the 200 days as stated in the application as <br /> days of operation, 23+ per day, or almost 1 trip out every 15 minutes.This is not counting the <br /> trips in. I believe Routt County counts one (1)trip in, 2 trip out.So the number above (4,666) can <br /> be doubled to 9,332 each year, or 46 per day interactions with a very heavily traveled County <br /> road. I only can assume at this stage your office considers the danger and impacts to not only <br /> the other users on this private road but also on the dangers to the residents and visitors to <br /> Routt County. <br /> 2) 1 have a dam of which this road crosses over and represents the single source of livestock water I <br /> have in the adjoining pasture. I would ask that any damage to this structure and loss of livestock <br />
