1 <br /> OURAY SILVER MINES <br /> Introduction <br /> The purpose of this Spill Prevention Control and Countermeasure (SPCC) Plan is to describe the <br /> measures implemented by Ouray Silver Mines Inc. (OSMI)to prevent discharges of <br /> hydrocarbons from occurring and to mitigate the impacts of a discharge. <br /> In addition to oils and fuels, this Plan should also apply to all chemical management on site. <br /> Chemicals stored in the facility will be referenced in the Material Containment Plan (MCP). <br /> This Plan has been prepared to meet the requirements of Title 40 CFR, Code of Federal <br /> Regulations, Part 112 (40 CFR part 112). <br /> This Plan provides guidance on key actions that OSMI must perform to comply with the SPCC <br /> rule: <br /> Complete site inspections as outlined in Section 3.7 of this Plan; <br /> * Perform preventative maintenance of equipment, secondary containment systems and <br /> discharge prevention systems as needed to maintain proper operational condition; <br /> • Conduct annual employee training as outlined in Section 3.8 of this Plan and maintain a <br /> current training log; <br /> Review the SPCC Plan at least once every 5 years and amend the Plan to include other <br /> prevention and control technology if such technology will significantly reduce the <br /> likelihood of a spill event and has been proven effective in the field at the time of the <br /> review. Amend the SPCC plan within 6 months whenever there is a change in facility <br /> design, construction, operation or maintenance that materially affects the facility's spill <br /> potential. The revised Plan must be recertified by a Professional Engineer on the <br /> certification page in section 1.2 of this Plan; <br /> • Administrative changes must be documented in the Plan review log but do not have to <br /> be certified by a Professional Engineer; and <br /> o If either of the following occurs, submit the SPCC Plan to the EPA Region 8 Regional <br /> Administrator (RA) and the Colorado Department of Health and Environment (CDPHE) <br /> along with other information as detailed in Section 5 of this Plan: <br /> o The facility discharges more than 1,000 gallons of hydrocarbons into or upon the <br /> Waters of the U.S. (Sneffels Creek) or adjoining shorelines in a single spill event; <br /> or <br /> o The facility discharges oil in a quantity greater than 42 gallons in each of two spill <br /> events within any 12 month period. <br /> Spill Prevention Control and Countermeasure Plan 3 1 P a g e <br />
