OURAY SILVER IWI NES <br /> OSMI management has instructed hydrocarbon handling personnel in the operation and <br /> maintenance of pollution prevention equipment, discharge procedure protocols, applicable <br /> pollution control laws, rules and regulations, general facility operations and the content of this <br /> SPCC Plan. Any new personnel with handling responsibilities are provided with this same <br /> training prior to being involved in any operation. This is provided during initial employee <br /> induction training and training logs are kept. <br /> Annual discharge prevention briefings are held during Annual Refresher Training for all facility <br /> personnel. Those personnel involved in operations will receive additional training that is <br /> focused on adherence to the discharge prevention measures presented in this Plan. The <br /> training will include known discharge events and maintenance conducted. During training <br /> sessions, facility operators will have the opportunity to share suggestions concerning health, <br /> safety and environmental issues encountered during facility operations. <br /> 3.8 Security (40 CFR 112.7(g)) <br /> Access to the facility is gated and locked. The site's topography acts as a natural barrier to <br /> trespassing. <br /> 3.9 Tank-Truck Loading/Unloading Rack Requirements (40 CFR 112.7(h)) <br /> All fuel products on site are supplied by mobile fuel trucks brought on site periodically. As fuel <br /> and reagents present the main potential for a discharge, OSMI management is committed to <br /> ensuring the safe transfer of these products. <br /> 3.9.1 Secondary Containment (40 CFR 112.7(h)(1)) <br /> Product delivery will be by trucks with secondary containment. There is also a collection ditch <br /> that partially protects the site from a discharge. Transfer of fuel to an AST takes place adjacent <br /> to the surface facilities. Reagent transfer from shipping containers for dilutions and use occurs <br /> entirely within secondary containment. <br /> 3.9.2 Loading/Unloading Procedures (40 CFR 112.7(h)(2)&(3)) <br /> Vehicle and site equipment filling operations are conducted by facility personnel trained in <br /> proper discharge prevention procedures.The equipment operator or other facility personnel <br /> remain with the equipment while fuel is being transferred. Transfer operations are performed <br /> according to the procedures outlined in Table 3.3.
