An access road connects the Atlas TSF to County Road 26 with a crossing over Sneffels Creek. This road <br /> is seen on Map C-la. The access is gated except when in use. <br /> 5.10 Utilities <br /> San Miguel Power Company supplies electricity to the site using the existing power poles and <br /> lines. As shown on Map C-la,two power poles and a power line are located on the east side of <br /> the operation. These poles are the property of San Miguel Power Association(SMPA) and an agreement <br /> is in place acknowledging that the permitting mining and reclamation activities will not negatively impact <br /> the utilities. <br /> Water for bathrooms, showers,and other general uses comes from a vault approximately one-half mile <br /> underground. Both the Administrative and Mill buildings contain a potable water treatment system and <br /> water is treated in accordance with a public water supply permit No. CO-0246283 issued by CDPHE <br /> WQCD. <br /> A septic system is installed in accordance with state and county requirements near the <br /> mine offices and dry change facilities. <br /> The mine shops,mine office, and dry trailers are heated via propane from individual tanks <br /> located at each surface structure. <br /> 5.11 Waste Storage <br /> A roll off container for disposal of trash is located on surface. Small trash barrels are located near the <br /> office and dry room. Trash is picked up on a routine basis by a service company and disposed of at an <br /> approved landfill. <br /> No landfills will be constructed on site. Scrap metal is stored in a bin and/or on pallets near the shop until <br /> it can be picked up for recycling. Used batteries and tires are stored in the warehouse in the town of <br /> Ouray and are picked up by a waste disposal company. <br /> Used oil,hazardous waste, aerosol cans,used lubricants,used antifreeze,paint and solvents are stored in <br /> the Waste Storage Building. Liquid wastes are stored on secondary containment and transported to the <br /> Main Warehouse for shipment offsite. <br /> 5.12 Surface Drainage Treatment and Control <br /> Surface drainage is controlled by a system of collection and diversion ditches as well as a five-stage <br /> passive mine water treatment system. The detail designs for these structures,as well as the surface water <br /> data used to design them can be found in Exhibit G and Exhibit U. <br /> The passive water treatment system will contain and treat run off from the Revenue TSF. The discharge <br /> from this system is permitted as a point source per the Colorado Department of Public Health and <br /> Environment(CDPHE)Water Quality Control Division(WQCD) CDPS Permit No. CO-0000003. Details <br /> of the treatment system can be found in Exhibit U.
