(Trapper) <br /> Mine: Trapper Mine <br /> Permit No.: C-1981-010 <br /> Date of Inspection October 7, 2021, 8:30 a.m. <br /> Inspection Type: Phase III Bond Release No. 23 (SL-23) <br /> Weather: Sunny and warm, low wind, dry ground conditions <br /> Operator Representative: Graham Roberts <br /> State Official: Robin Reilley <br /> BLM Official: Jennifer Maiolo <br /> CO State Land Board Official: Ben Teschner KAREN JASS Digitally signed by KARE",ASS <br /> Date:2021.11.04 14:22:00-06'00' <br /> OSMRE Official: Karen Jass <br /> This Phase III bond release inspection (Rangeland post-mining land use)was performed on October 7, 2021, <br /> and covered a total of 265.5 acres of rangeland in the Ashmore, East Flintlock, Flintlock, and Kimber pits of <br /> the Trapper Mine located in Moffat County, CO.The specific parcels, all of which were regraded, re- <br /> topsoiled, and reseeded between 2009 and 2011, include:A-B-09 (7.8 acres), A-B-09 Oak(.3 acres), A-B-10 <br /> (83.5 acres), F-AB-09 (31 acres), F-A-10 (acres 15), F-A-11 (46.8 acres), K-A-10 (18 acres), K-A-11 (57.4 <br /> acres), and Z-A-10 (acres 5.7 acres). All lands were previously released of Phase I and II liability(e.g. <br /> backfilling, regrading, re-topsoiling, re-seeding) with approvals of the SL-14, SL-16, SL-18 and SL-19 bond <br /> release applications. <br /> Notification of this proposed bond release was published in the Craig Daily Press for the required four <br /> consecutive weeks, specifically on August 20, 2021, August 27,2021, September 3, 2021, and September 10, <br /> 2021. A surety bond in the amount of$28 million has been posted; however,the operator has not <br /> requested any reduction in the amount of this bond within the SL-23 bond release application. <br /> The surface ownership is State and private, and the coal mined was federal, State, and private.This surface <br /> coal mine is located about 6 miles south of Craig, CO, and the areas of reclamation inspected are located in: <br /> TSN, R90W(all Section 5, and portions of Sections 6, 8, 9), <br /> T5N R91W(all of Sections 2 &3, and portions of Sections 1, 4, 5), <br /> T6N R90W(all of Section 31, and portions of 30, 32), and <br /> T6N R91W(all of Sections 33, 34, 35, 36, and portions of 21, 25, 26, 27, 28, 29, 32). <br /> All the areas of the mine identified above are found on USGS 7.5 minute Castor Gulch Quadrangle map(s). <br /> The Colorado Division of Reclamation, Mining and Safety(DRMS)found Trapper's Bond Release Application <br /> No. 23 (SL-23) complete on September 23, 2021, with the review and comment periods beginning on that <br /> date. <br /> Prior to the field inspection, I reviewed the September 2021 SL-23 bond release application for Permit C- <br /> 1981-010 submitted by Trapper.This application, submitted to DRMS, details the history of reclamation on <br /> the specific parcels,the specific reclamation of each parcel,the sampling procedures, and the findings of <br /> the sampling performed on the reclaimed areas (Phase III Reclamation Revegetation Sampling Reports) <br /> from areas sampled in 2020 and 2021 by Osborn Industries (Meeker, CO). <br /> 1 <br />
