November 4,2021 C-1981-035/King Coal Mine JHB <br /> summer and fall, so the roadway has not seen much traffic and has been adequately maintained. The southern <br /> collection ditch was functioning adequately and the culvert under the haul road remains clean of debris at both the <br /> inlet and outlet. The top of the upper RDA is draining appropriately,with no areas beginning to form gullies. The <br /> operator constructed temporary water-bars on the top of the pile to help direct runoff to the south ditch. These <br /> water bars are functioning well. No undercutting was occurring at the ground to refuse interfaces. No concerns <br /> were noted on the upper RDA. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> The roads within King II facilities area were adequately graded and draining to the sediment control <br /> system. No pooling or gullying was observed on the King II facilities area roads. <br /> King I roads were functioning well. As noted previously in this report,concentration of runoff from the lower <br /> RDA had down-cut on the west side of the RDA material south of the haul road interface. No refuse material was <br /> lost outside of the sediment control system. <br /> The Old Barn area road to the Federal permit,Low Cover Crossing area is well graded,but the operator needs to <br /> assure that the contractor allows the runoff from the road to exit via the berm cuts in the designated locations. The <br /> contactor has stop lights and radio contact in place to control the one way traffic on this roadway. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover;Timing: <br /> The vegetation around the mine site has dried up for the winter. Noxious weeds were not encountered, <br /> and previously treated Leafy spurge and Yellow toadflax spots, did not show any re-sprouting of these treated <br /> areas. <br /> Vegetative cover on the North side of Topsoil Stockpile 92 at King 11 facilities is filling in and looking good. <br /> DOCUMENTS RECEIVED NA <br /> OTHER(SPECIFY)NA <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 4 of 8 <br />
