Mr. Wade Wymore <br /> represented the operator and accompanied the inspection. <br /> The inspection initiated with updating the inspector's saftey training as per GCC's protocol. <br /> The weather was mild and dry. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> Upon our arrival on site,rock dust was noted at the portal area. This dust was short lived, <br /> The window flaps at the stacker tubes at the Kind II facilities remain in place and function well to keep coal dust <br /> contained and not blowing around the site. <br /> The county road had been watered. Road dust was not observed. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Mine records were checked at the end of the inspection. Wade provided access to the records notebook. <br /> The compaction test has been completed on the refuse pile,but the results have not been received by GCC yet. <br /> Once they are,this information needs to be added to the Inspection Records notebook. The liability Insurance <br /> certificate had expired 9/1/2021. Chris located the updated insurance certificate and showed it to the inspector <br /> before the inspector left the site. GCC needs to file the Liability Insurance Certificate in the Records notebook <br /> with the current expiration date of 9/1/2022. GCC needs to update the DRMS Inspection Reports in the notebook <br /> for August and September 2022 as well. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> GCC had begun to clean sediment from the sediment ponds at King I until a large storm occurred on site. <br /> The East pond sediment had been cleaned out.
