AR3
Please add a section for QA/QC testing under the reclamation plan
scope of work to detail how testing and documentation will occur
during reclamation to verify the criteria listed for soil placement,
compaction and moisture testing during reclamation of the South and
North Quarries. This item should also be included in the direct costs
portion of the Reclamation Estimate
Exhibit E - Reclamation Plan, Scope of Work, Item 10.0 Soil Condition modified to
included QA/QC language. Exhibit L - Tables L.2, L.4, L.6, L.7 updated to move
QA/QC item from indirect costs to Task 8.5 - QA/QC Observation and Testing.
QA/QC item removed from Table L.3, Central Quarry, as reclamation will be
conducted in unmined areas, not requiring backfill QA/QC.
Exhibit E - Reclamation Plan, Scope of
Work Section, p. 38-39 ; Exhibit L -
Reclamation Costs, Table L-2 - L-7, p.
171 - 176.
AR4
DRMS understands that significant additional investigation and
characterization will be required to provide the construction design and
cost for the long-term horizontal drain currently proposed in the
Dewatering section of the reclamation plan. Therefore, DRMS will allow
a maximum of 24 months as a condition of approval for
AM07 to gather this data and submit a complete design and cost
estimate to DRMS as a technical revision. The permittee may also
submit a permit revision that would eliminate the requirement for
installation of the horizontal drain as currently proposed within the 24
month timeframe. Please acknowledge this requirement.
Requirement acknowledged and language added to Exhibit D - Mining Plan, Water
Management to include timeframe for detailed design submission or permit
modification to remove the drainage requirement.
Exhibit D - Mining Plan, Water
Management, p. 20.
AR5
Please eliminate the sentence “Planned mining activities in the South
Quarry are expected to encounter and impact groundwater.” from the
second paragraph of the Site Hydrology Overview
Text removed. Exhibit G - Water Information, p. 57
AR6
DRMS notes that structure agreements have been provided to the listed
structure owners, and that mining activity will not occur within 200’ of
the structures as stated, other than the listed utility line near the south
quarry.
No response required. N/A
AR7
Please provide proof that all adequacy responses have been added to
the public file for review with Jefferson County.
Revised AM07 will be filled with the county clerk concurrent with this submission. Will be added no later than Monday,
11/1/21 - Exhibit R - Proof of Filings
with County Clerk and Recorder, p.
230
