6. CR-600 (Piedra Road) is asphalt-paved, 2-lane, 26+feet wide with unpaved shoulders <br /> varying from 40 to 50 feet total width, with 12 feet S of the intersection and 10 feet N for the <br /> segment from MP 0.0 (SH-160) to MP 6.237 (beginning of FSR-630) <br /> 7. FSR-650 is 30-feet wide at the ROW line, with 35-foot radii on the N and at least 40-foot <br /> radii on the S, and the paved apron onto CR-600 is approximately 13 feet deep measured <br /> from the fog line, and with at least 190 feet clear sight distance at a grade of less than 1.5% <br /> (3 feet in 250 feet). Note that about 3-6 feet on both sides of the road have grass growing on <br /> the gravel surface, making the road appear narrower on aerial photos and to drivers, due to <br /> lack of traffic in the last 20+ years <br /> 8. Other than routine ranching operations and emergencies, the access road (FSR-650) will <br /> not be used to access other parcels of land from CR-600 <br /> 9. Internal roads on the parcel may be realigned and rebuilt during mining operations <br /> 10. Coordination with Tim Hatch and his inspection indicate that the existing entrance of FSR- <br /> 650 onto CR-600 meets County Standards. <br /> 11. Recent improvements to the intersection of FSR-650 and CR-600: <br /> a. Realignment of the pre-existing 40-foot-wide gate to (1) be parallel to CR-600 and (2) 80 <br /> feet from the ROW. <br /> b. Removal of lower branches of the trees located on the SE corner of the intersection to at <br /> least 15 feet above the level of FSR-600 at 20 feet outside the fog line (through lane) of <br /> CR-600 to improve sight distance and establish a larger sight-triangle for exiting <br /> Discussion and Analysis: <br /> 1. ADT will be significantly less than 700, peak or average <br /> 2. There will be no interior access roads to subdivided lots <br /> 3. Secondary emergency access and muster areas for emergency shelter may be required by <br /> first responder agencies <br /> 4. No roads will be dedicated to public use on the parcel <br /> 5. Parking will be provided near the plant and stockpile area for up to 10 small vehicles and 20 <br /> multi-unit/single-unit trucks. <br /> 6. Scale and scalehouse will be located at the entrance to the plant and stockpile area from the <br /> access road. <br /> 7. Turn around points for emergency response equipment will be provided (minimum 108-foot <br /> diameter) at the plant and stockpile area and at the extreme limits of the mining area (on the <br /> pit floor) as mining progresses. <br /> 8. Drainage will be constructed to prevent channel flow along sides of access road and to <br /> retain stormwater on the plant and stockpile area while ensuring that roads are crowned and <br /> adequately drain to the shoulders to prevent problems with mud. See surface water <br /> management plan for additional information. <br /> 9.
