M-4-13. GRAVEL OPERATIONS ACCESS PLAN
LOCATION: Portion of Dutton Ranch Parcel, FSR-6509 access to CR-600
Summary: The Oakbrush Hill Gravel operations will use the existing access roads across the
parcel and connecting to CR-600 at Milepost 3.78R. All vehicle traffic associated with mining
operations and haul of materials and equipment will use this access point, which is adequate for
that traffic and will continue to be so if maintained properly. No changes except for additional
signage are required or proposed.
Purpose: In accordance with Section 5.3.1. (Access Plan Required) of Archuleta County
Development Standards, this Access Plan addresses traffic and related impacts and
infrastructure existing and required to provide with safe, efficient transportation of persons,
equipment, supplies, and materials to and from the Oakbrush Hill Gravel operation.
Scope: In addition to traffic associated with mining, routine ranch traffic to and through the
parcel to other parts of this parcel and other parcels of the Dutton Ranch is considered.

Key data and assumptions:
1. This portion of the Parcel is greater than 35 acres.
2. The area to be mined is approximately 167 acres, with the plant area of 11.9 acres and
active mining of the remaining area to be done in annual increments of 4-7 acres over the
20-year maximum life of the operation (plus some buffer zones, especially along the
eastern and western edges.
3. The maximum life of the operation is 20 years by County Code.
4. Traffic characteristics:
a. AADT is 64 personal vehicle equivalents (pve), based on 270 hauling days including
6 days of mobilization and approximately 50-100 days of processing (production)
season each year, with 80% of haul occurring in 180 days and the remaining 20% in
90 days
b. Peak daily trips are estimated at 117 PVE (21 truck round trips, 8 personal vehicle
RT)
c. Distribution: 90% of haul trips to the S, 10% to the N. No internal trips considered
d. Peak hours 6-7 AM and 5-6 PM, M-F
5. There will be no subdivision of this parcel for mining
