No reasonable <br /> alternatives were identified. <br /> g. County has no traffic count. Above count for CR-600 is conservatively based on assuming <br /> that 100% of difference in traffic between the two CDOT data points is using CR-600. <br /> 10. Discussion of Highway Improvements/Actions <br /> Based on preliminary reconnaissance and traffic analysis, there are no specific highway <br /> improvements required by the county or state access code and related requirements for <br /> the intersection of FSR-650 with CR-600 or CR-600 itself. <br /> Traffic generated by sand and gravel operations using the access do not warrant improvements <br /> based on the schedule and traffic volumes based on production as permitted on the properties <br /> served by the access. However, care should be taken to ensure that traffic is metered into and <br /> out of the access at all times, to ensure that left turns into or out of the access do not exceed 10 <br /> during peak hours and therefore create a potential safety hazard, and traffic flow data kept to <br /> demonstrate compliance with limits. <br /> 11. Capacity and Level of Service (LOS)Analysis <br /> Based on the small amount of traffic generated and the relatively low ADT for the study area, it <br /> is requested that formal analysis of Capacity and LOS be waived for CR-600/FSR-650. This <br /> analysis will be included in the Level III study for the intersection of CR-600 and SH-160. <br /> 12. Traffic Signal Analysis <br /> Based on the complete absence of traffic signals within five miles, the small amount of traffic <br /> generated and the relatively low ADT for the study area, it is requested that formal analysis of <br /> Capacity and LOS be waived for the CR-600/FSR-650 intersection. <br /> 13. CDOT/County Access Permitting Considerations <br /> Forecasting is based on current permits applied for or issued by Colorado Division of <br /> Reclamation, Mining, and Safety (for mining), Colorado Air Pollution Control Division (for mining <br /> and gas production), and Archuleta County (conditional use). These permits have various <br /> conditions and limits and generally require annual reporting and periodic renewals. Changes in <br /> limits and conditions will require coordination between the permitees and CDOT as well as the <br /> other permitting agencies. <br /> Refer to Access Plan. <br /> • Consider requiring operator to maintain a log of traffic and submit reports quarterly to <br /> Archuleta County Road Supervisor and CDOT Region 5 Access Control to demonstrate <br /> compliance. Also consider requiring metering of traffic to no more than one vehicle of 30 <br /> feet or greater length exiting every five minutes, including peak hours, and requiring <br /> companies using site to prohibit "platooning" by their drivers (more than two vehicles <br /> traveling closer than sixty seconds spacing inbound or outbound). Based on anticipated <br /> distribution of traffic (10% N, 90% S), this will provide spacing of trucks on CR-600 of one <br /> every 7.5 minutes (approximately four miles) S and no restriction for northbound traffic <br /> except delay by metering of left-turning southbound traffic. <br /> • Consider requiring placement of permanent standard "Intersection Left/Right" warning <br /> diamond signs with "Trucks Entering" placards in both directions, with recommended speed <br /> placards for 35 mph. <br /> • If there is significant potential during a major contract requiring large amounts of <br /> construction material (CDOT, County or USFS)for exceeding 10 left-turn entry or exit <br /> movements during peak hours (3 multi-unit trucks in or out), consider requiring a flagger be <br /> used in accordance with a Method of Handling Traffic (MHT) during peak hours, mandating <br /> scheduling traffic during off-peak hours as part of the purchase contract. <br /> C&J Gravel Products, Inc.
