M-4-A Traffic Impact Study <br /> Scope: This study examines traffic generation and distribution at the Oakbrush Hill <br /> Gravel operation on the Dutton Ranch, and specific impacts on CR-600 (Piedra Road) and <br /> provides data for the CDOT Level III traffic study for the intersection of CR-600 and SH-160. <br /> This copy omits all appendices and annexes. CDOT study will be provided to DRMS and <br /> County when completed. <br /> Executive Summary <br /> Purpose: To evaluate the impacts of the Oakbrush Hill (Former FSR-650) (aka Dutton Ranch) <br /> access on the surrounding highway system. <br /> Setting: The operation is located in Archuleta County, Colorado, approximately 4 miles <br /> northwest of Pagosa Springs on CR-151 at milepost 3.785 Right. The operation will be limited <br /> to producing 72,000 tons of sand and gravel per year. The entrance is an existing improved <br /> access used in the past for ranch (ag) access by the Dutton Ranch, the USFS and contractors <br /> for access to gravel operations on the parcel and following the 20-year-life of this operation, will <br /> revert to ag access. <br /> Principal findings: <br /> 1. Site distance at the driveway proposed for improvement is adequate. <br /> 2. No auxiliary lanes are warranted at the driveway; as traffic through the intersection <br /> will be less than 10 pvph in all peak hours. <br /> 3. Impacts on CR-600 and other roadways in the study area are low, with increases in <br /> traffic of less than 10% of existing counts (146 pve of 5300). <br /> 4. Impacts on SH-160 located 3.785 miles to the South are minimal, for(a)traffic <br /> increases significantly less than the 14,000 AADT (2020)for SH-160 and (b) the <br /> intersection is fully developed (all auxiliary lanes) and fully signalized. <br /> 5. Improvements to former FSR-650 are not warranted: the intersection meets current <br /> geometric standards for grade and approach. <br /> 6. Traffic generated by this proposed development is significantly less than 100 DHV <br /> (design hour volume) at 37 pve. <br /> Introduction <br /> 1. Existing land use, site and study area boundaries <br /> a. Existing land use: The parcel (Dutton Ranch or Oakbrush Hill) currently is zoned <br /> agricultural and is currently used for ranching. In the past, the USFS directly or by <br /> contract operated separate, limited-impact sand and gravel pits on the property (which <br /> used this access road), and provided some limited support to the former Job Corps (later <br /> USFS Work Center) located further north on CR-600. Other parcels of the Dutton Ranch <br /> are accessed through this point, but no other properties are accessed here. <br /> b. The access and site is primarily in the Northeast Quarter of Section 06 of T35NR2W, <br /> amounting to approximately 163 acres total affected area, but only about 5 acres shall <br /> be mined at any one time plus plant/stockpile area and roads. <br /> c. The study area is bounded by the intersection with SH-160 at MM CR-F.50 at MM <br /> 141.15L (to the south) and the intersection of FSR-629 at MM 6.50R to the north. <br /> 2. Proposed site uses <br /> As currently proposed, the 163-acre site will be used for sand and gravel pit to be located on <br /> the east face of Oakbrush Hill. Ranching operations will also continue; grazing may be done <br /> in areas not being mined. Mining will be limited to approximately 15 acres at any one time <br /> (using up to 10 acres of plant and stockpile area (of 11.9 acres affected) and 5 acres of <br /> working floor/face) by CDRMS permitting and bonding, based on an estimated design <br /> production of up to 72,000 tons/year shipped from the site (by CPDHE-APCD APEN/permit <br /> limit and County permits). Access to other Dutton Ranch grazing land to the east will be <br /> provided through this site. <br /> 3. Existing and proposed uses in vicinity of the site <br /> C&J Gravel Products, Inc.
