Tom Fry and representing Colowyo Coal <br />Company (Colowyo) accompained the inspection. The weather for inspection was clear with dry ground <br />conditions. High temperatures during the inspection were around 60 degrees fahrenheit. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Contemporaneous backfilling continues in the South Taylor Pit. Spoil is being moved by dragline from the west <br />portion of the pit to the east. <br />Backfilling is occurring along the remaining highwall of the West Pit. Grading is occurring above the West Pit <br />where the old rock crusher pad used to be with spoil being backfilled from above into the West Pit. <br />South Taylor Pit. Regrade above West Pit highwall. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Spoil from the Collom Pit is being moved from the advancing area west of Little Collom Gulch to the Collom <br />Temporary Spoil Pile by truck and shovel operations. <br />
