6 October 2021 C-1994-082/Yoast Mine RAR <br />ROADS Rule 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) 4.03.2(5) and (6). <br />o Roads in and through the site were dry and in adequate repair. <br />o No standing water or rutted areas were noted on any roads at the time of inspection. <br />HYDROLOGIC BALANCE Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Drainage -Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream <br />Buffer Zones 4.05.18 <br />o Dam outslopes at all ponds visited appeared stable and functioning adequately at the time <br />of inspection. No seepage was detected at any pond outslope or dam. <br />o Pond 10 clear water and water level was down 6 inches from the holes in the decant. The <br />pond was not discharging at the time of inspection. The flume was in good repair. <br />o Willows were present in decant structure and cattails were growing in front of the <br />structure at Pond 10. The willows should be dug out of the decant structure before they <br />become large. <br />o The water in Pond 10 appeared clear. Many waterfowl were on the pond. <br />o Pond 12 held water and was discharging clear water at the time of inspection. The <br />reading in the staff gauge was 0.01 feet. <br />o Pond 12A was dry at the time of inspection. <br />o Pond 13 held water and was not discharging at the time of inspection. The water was so <br />low that the discharge structure was well outside the water line. <br />o Pond 14 was holding clear water. <br />SLIDES and OTHER DAMAGE 4.12 <br />o The site, in the past, has experienced soil movement in the form of slumps and slides. At <br />the time of inspection no evidence of recent new movement was apparent at any slumped <br />areas. <br />REVEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation have been completed at this site, with most of the site phase <br />II and Phase III bond released. <br />o Pond banks and dam outslopes appeared well vegetated at the time of inspection. <br />o Establishing vegetation on slide and slump areas is problematic due to slope and aspect <br />and these areas remain sparsely vegetated. <br />o The drainage above Pond 12 represents the only Phase I reclamation remaining at the <br />site. <br />FISH and WILDLIFE— RULE 4.18 <br />o Abundant wildlife is often observed throughout the site mine.
