September 28,2021 C-1981-035/King Coal Mine LJW <br /> Pond cleanout activities of the east and west sediment ponds have been conducted. The east pond, shown in Photo <br /> Four,was excavated and material stockpiled on the lower refuse pile. The berm was breached in order to conduct <br /> cleanout and replaced upon the completion. The berms were stable,well vegetated and the pond is in good <br /> condition. The west pond was in process of being cleaned out,when saturated material was encountered. Due to <br /> the presence of saturated material the project was paused,however the pond functioned as designed in retaining <br /> the storm water from the previous night's precipitation event. The berm of the west pond was not replaced at the <br /> time of the inspection,however conversations with the Operator indicate that will be done soon. The pond can be <br /> seen in Photo Five and the breach for cleanout efforts can be seen in Photo Six. The breach in the berm does not <br /> jeopardize the integrity of the pond, and is not considered a problem at this time. <br /> King II facility: All diversion ditches and culverts were observed to be functioning as designed. The ditches have <br /> been recently cleaned and are in good condition. The sediment pond, shown in Photo Seven,was observed and <br /> contained minimal standing water. The pond was not discharging and showed no evidence of discharge at the <br /> time of inspection. <br /> Fuel and hazardous materials storage is contained to the King II facility. The area, shown in Photo Eight,was <br /> observed to be in good condition. All fuels and hazardous materials are stored within proper secondary <br /> containment devices and store in a neat and orderly fashion. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> King I facility: All topsoil and overburden stockpiles were observed at the King I facility. The upper <br /> topsoil stockpile, shown in Photo Nine is well vegetated and stable at the time of the inspection. The other <br /> stockpiles located in the facilities area of King I were also stable at the time and no evidence of erosion or <br /> sedimentation of any of the stockpiles was noted. No State-Listed Noxious Weeds were noted on any of the <br /> stockpiles observed at the King I facility. <br /> King II facility: The topsoil stockpile at the King II facility is very well vegetated, and was stable at the time of <br /> the inspection. The vegetative cover was dense and diverse and no evidence of erosion was noted. An example of <br /> this stockpile can be seen in Photo Ten.
