September 29,2021 C-1981-019/Colowyo Coal Mine ZTT <br /> West Taylor Fill. <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> A blast occurred during the inspection at the South Taylor Pit.The blast was not observed. <br /> Blast holes were observed along the overburden at the Collom Pit. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Elk was observed throughout the site. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> East Pit: <br /> The Final East Pit Ditch(FEPD) and North Trib,East Pit Ditch(NTEPD)were inspected.No issues were <br /> observed with the NTEPD and the associated NTEP1 stock tank.According the mine personnel, a large <br /> precipitation even occurred in the week before the inspection. Surface runoff through the FEPD cause damage to <br /> reach 1 and 2 by pushing rip rap down the associated reach. Reach 1 was repaired prior to the inspection.No signs <br /> of runoff or rip rap was observed offsite and all runoff was contained within reach 1 and South Collection Ditch. <br /> The repaired reach 1 was stable with no issues. Reach 2 of the FEPD was not repaired at the time of the inspection. <br /> Cutting was observed along the majority of the reach. Rip rap was observed to have been pushed downslope <br /> before collecting in multiple mounds within the ditch and within stock tank EP2.Mine personnel stated the ditch <br /> was scheduled for maintenance. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 9 <br />
