If the well is found, and access is granted, CJK will obtain <br /> a sample per CJK sampling protocols (See Appendix 21-9 in permit application). <br /> The operation has adopted a health and safety program, a mill emergency response plan (See <br /> Section 21, Exhibit U - DMO Environmental Protection Plan Section 21.6, Rule 8, Emergency <br /> Response & Management Plan, and a Cyanide and Hazardous Chemical Emergency Response <br /> Plan attached Appendix 23-1). <br /> 25. The TSF will be constructed with a leak detection system. What backup <br /> protective measures will be in place to prevent migration of contaminants into <br /> the ground water system should a leak be detected? <br /> Response <br /> In the unlikely event of a leak from the Mill, an investigation of potential sources (onsite and <br /> offsite) (natural and induced) and the potential causes for deviations from baseline water quality <br /> characteristics will be performed. Surface and groundwater samples will be obtained. Tanks, <br /> pipes, conveyance systems, pads, pumps, containment systems etc. will be investigated to <br /> determine if the facility engineering components are functioning as designed. If a leak is <br /> confirmed, CJK will obtain CDRMS approval (Technical Revision) to implement corrective <br /> action. In the event, the leak cannot be structurally or technically associated with the Mill or <br /> TSF, a human health risk assessment may be undertaken. <br /> If a leak is detected via the TSF sump, the liquid will be sampled and tested to determine the <br /> source. If the signature indicates the leak came from the TSF, then sources will be investigated, <br /> and the liquid from the sump will be pumped out of the sump into the TSF. If the chemical <br /> signature indicates ground water, it will be pumped into TSF. <br /> Reference: Cyanide and Hazardous Chemicals Emergency Response attached Appendix 23-1. <br /> Mill Facility <br /> The Division considers the mill facility to be an Environmental Protection Facility <br /> (EPF). As such, the application will need to address all sections of Rule 6.4.21 <br /> applicable to the mill. Please provide the following: <br /> 1. Mill Facility Construction Details —should include: <br /> a. General Design Summary <br /> Response <br /> The Mill is generally a metal post and beam structure bearing on 10-inch concrete foundation <br /> walls, which in turn bear on spread footings. Two additions, the office area and the leaching <br /> room were constructed more recently and consist of wood framing on a conventional spread <br /> footer foundation. The main structure, built in 1988, has stood up well, with little to no cracking. <br /> From soils reports for the TSF, the supporting soils have high bearing pressures, contributing to <br /> a well-built structure. During construction of the office and leaching room construction additions, <br /> the soils directly adjacent to the structure were observed, and were consistent to the TSF soils <br /> report. <br />
