Walstrum Spur Amendment, Exhibit E—Reclamation Plan revised September 2021
backfilled will have nearly vertical faces with horizontal benches of varying dimensions. Revegetation in these areas
will focus on the horizontal benches. The Operator will place a 1-to 3-foot-thick layer, with an average of 2 feet, of
growth medium on the horizontal benched areas. The growth medium will be sloped gently to drain towards the
vertical face. See Exhibit F (F-2, cross section A).
Slope Reclamation within Existing Quarry
The North Slope Section, as illustrated in Exhibit F (F-2, cross section C), will require backfilling, shaping, and
grading to final contours to create the appearance of a natural slope. These slopes will have an overall maximum
reclaimed slope between 3HAV and 2H:1V. Once mining reaches the final dig line, reclamation is planned to occur
concurrently with mining. The benches will be backfilled with overburden to create a subgrade base for a layer of
growth medium. Overburden backfill, with growth medium cover, will be placed prior to the recommended seeding
period each year.
The east side of the Existing Quarry will have an overall maximum slope of 0.6HAV and the west and south sides
will have an overall maximum slope of 1 H:1V. After mining is completed, the mined slopes will have nearly vertical
faces with horizontal benches of varying dimensions. Reclamation in these areas will be confined to the horizontal
benches. The Operator will place a 1-to 3-foot-thick layer of growth medium on the horizontal benched areas. The
growth medium will be sloped gently to drain towards the vertical face to reduce the amount of runoff and soil
erosion from the reclaimed areas. Exhibit F (F-2, cross sections B and D) illustrates typical growth medium
placement on Existing Quarry areas other than the North Slope Section.
Growth Medium placement in the Spur Amendment and Existing Quarry
Where growth medium is required for reclamation, it will be placed with loaders, excavators, and/or dozers. After
grading is complete, the surfaces will be compacted and tracked with dozers on contour to minimize erosion and
create microclimates for a suitable seed bed. This method will also create shade and snow catching depressions
which benefit seed germination and establishment. Alternatively, excavator bucket furrow contouring may be
deployed as another method of creating microclimates and to help prevent erosion. Additionally, vegetative scatter,
stable boulders, and/or rocky soil will be randomly placed on the growth medium to break sight lines, maximize
moisture retention, and further enhance the microclimates. When applicable but not required, the Operator may
elect to backfill the entire bench to its final overall slope. This protocol breaks sight lines, creates more forage and
develops more escape terrain for wildlife, and is aesthetically pleasing when viewed from the surrounding areas.
When this approach is used, the maximum slope of the growth medium will not exceed 1H:IV.
7.2 Seeding, Fertilization, Revegetation, and Topsoiling
Information on seeding, fertilization, revegetation, and topsoiling is provided in the Revegetation Plan above.
8.0 RECLAMATION MAP CROSS-REFERENCES
The map(s) of the proposed affected land, by all phases of the total scope of the mining operation, shall indicate
the following:
6.4.6(a) The expected physical appearance of the area of the affected land, correlated to the proposed mining
and reclamation timetables. The map must show proposed topography of the area with contour lines of sufficient
detail to portray the direction and rate of slope of all reclaimed lands;and
SEE EXHIBIT F-1 RECLAMATION MAP
6.4.6(b) Portrayal of the proposed final land use for each portion of the affected lands.
SEE EXHIBIT F-1 RECLAMATION MAP AND EXHIBIT F-2 RECLAMATION DETAILS
DTETRA TECH P a g e 7 1 7
