Walstrum Spur Amendment, Exhibit E—Reclamation Plan revised September 2021 <br /> Table E-1 —Summa of Planned Post-Mining Land Use <br /> Description Stage Total <br /> Acres <br /> Wildlife Habitat (Undisturbed Area) S 255 <br /> Privately-Owned Natural Resource Area I, J 255 <br /> Industrial/Commercial/Public Gathering I, J, Y 200 <br /> Developed Water Resources 1 39 <br /> Total 749 <br /> The Wildlife Habitat areas shown on Exhibit F (F-1) will be undisturbed and thus reclamation will be unnecessary. <br /> This land use was chosen to provide a buffer between the Affected Area and adjacent areas and to provide for <br /> wildlife habitat. <br /> Mining benches will be reclaimed as Privately-Owned Natural Resource Area as shown on Exhibit F (F-1). This <br /> land use was chosen because the benches are suitable for a natural resource area and unsuitable for <br /> Industrial/Commercial/Public Gathering. Reclamation activities will focus on establishing vegetation in disturbed <br /> areas where growth medium can be placed including benches and other graded areas. The vegetation consists of <br /> various native grasses,forbs and woody plants such as mountain mahogany. Steep highwall areas will be stabilized <br /> at the conclusion of mining. Partially exposed benches will be left to provide for escape terrain for bighorn sheep <br /> and other species.The combination of vegetation and steep slopes will make the Privately-Owned Natural Resource <br /> Area optimum habitat for the bighorn sheep as demonstrated by the reclaimed upper benches of the Existing <br /> Quarry. The methods described throughout this Exhibit were selected based on flexibility, science, engineering, <br /> experimentation, and 38 years of onsite experience at the Existing Quarry.The safety, protection, and preservation <br /> of wildlife will be taken into consideration throughout the life of the mine and post-mining. <br /> Three areas will be reclaimed as Industrial/Commercial/Public Gathering as shown on Exhibit F (F-1). The primary <br /> area will be the relatively flat quarry floor.Additional areas include the smaller Stage Y(Texaco Placer) and a small <br /> area in the northeast area of the Existing Quarry. These areas will be graded for future use and stabilized against <br /> erosion to maintain the surface and to promote positive drainage. Structures and other facilities to be retained will <br /> be left in place. Actual structures to be retained and removed will be determined at a future date. These areas will <br /> not be revegetated consistent with the existing approved Reclamation Plan. <br /> Lake Albert and Lake Frei are designated as Developed Water Resources as shown on Exhibit F (F-1).The volume, <br /> footprint, location, and configuration of the reservoirs will be determined during mining. The reservoirs will be <br /> reclaimed with slopes that are no steeper than 3H:1 V from 5 feet above to 10 feet below the expected water line. <br /> 3.0 PROPOSED POST-MINING LAND USE <br /> 6.4.5(2)(b) A comparison of the proposed post-mining land use to other land uses in the vicinity and to adopted <br /> state and local land use plans and programs. In those instances where the post-mining land use is for industrial, <br /> residential, or commercial purposes and such use is not reasonably assured, a plan for revegetation shall be <br /> submitted. Appropriate evidence supporting such reasonable assurance shall be submitted; <br /> The post-mining use for disturbed lands will be divided between Privately-Owned Natural Resource Area, <br /> Industrial/Commercial/Public Gathering, and Developed Water Resources. According to the Clear Creek Master <br /> Plan, the predominant land uses in the vicinity are Industrial, Commercial, Interstate Highway Corridors, State <br /> Highway Corridors, and Open Space. There is a need for Industrial/Commercial and Developed Water Resources <br /> in the local area and the Existing Quarry is currently zoned for these uses. Refer to Clear Creek County Rezoning <br /> Case No. 265, Major Plan Amendment 01-PDA-2 that was previously approved. <br /> Ownership of parcels within the mine permit boundary is expected to remain with the current landowners.
