13 September 2021 C-1981-044/Williams Fork Mines RAR <br /> o Ditches appeared to be functioning adequately. <br /> HYDROLOGIC BALANCE Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6;Discharge <br /> Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Drainage-Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18 <br /> o Unless otherwise noted,pond banks and dams appeared stable at the time of inspection. <br /> o None of the ponds held water at the time of inspection. <br /> o Ditches were dry, and appeared to be functioning adequately. <br /> TOPSOIL RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution <br /> 4.06.4 <br /> o No instability, rilling or gullying were noted on the observed topsoil piles. <br /> o Piles appeared to be marked appropriately with tposts. <br /> BACKFILL and GRADING R ULE 4.14 <br /> o Backfilling and grading at the portal was not occurring at the time of inspection. <br /> o A deep trench exists where the culvert at the portal was dug up and removed. <br /> o The culvert has been disposed of. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation are progressing as permitted. <br /> o Seeding that occurred in fall of 2019 and 2020 along the southern bottomlands of the <br /> Williams Fork River appeared drought stressed at the time of inspection. Many weeds <br /> were present alfalfa appeared to have flowered and grasses had produced seeds. <br /> o The northern end of the bottomslands had been seeded with triticale that had grown <br /> robustly and produced large seedheads. <br /> o Vegetation on the refuse pile (reclaimed in 2020), showed an abundance of weeds, <br /> notably kosha and barley, seeded as a cover crop, appeared to be emerging at the time of <br /> inspection. <br /> DOCUMENTS RECEIVED <br /> None <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br />
