The property is in Ouray County <br /> (Parcel number 456720200015), approximately six miles as the crow flies from the City of Ouray on <br /> County Road 853.1 C. The previous owners of the claim leased it to The Mining Company, Inc., in 2007. <br /> The Mining Company subsequently acquired a prospecting permit(P2007-058)to access this claim(and <br /> others)via the Liberty Portal. The property lease has ended, but reclamation still needs to be performed. <br /> During work under the exploration permit,a discharge developed at the Liberty Portal. This document <br /> presents background information about the property and formulates a preliminary investigation plan to <br /> support final reclamation. <br /> The Liberty Portal is located at 37' 58.587'N and 107'46.056'W,approximately 11,300 ft. above mean <br /> sea level,just below tree line, along Governor Creek(Segment COGUUN05), a colloquialism for the <br /> unnamed creek that drains Governor Basin. Access is by four-wheel drive vehicle along roads that are <br /> not maintained in winter months due to extreme avalanche hazard. The Portal area(see attached map) <br /> includes a level area of approximately 5,500 sq. ft., on top of a waste rock pad that slopes to the <br /> northwest. A small mobile office, in poor physical condition,is located at the southeast corner of portal. <br /> The Liberty Portal proper is on the southern edge of the waste rock pad. The Liberty Portal is gated with <br /> water pooled around the gated area. A 2012 amendment to the exploration permit(P2007-058) indicated <br /> a disturbance area of 2.19 acres(see attached map). <br /> To complete the reclamation plan put forward in permit P2007-058 OSMI must first address the water <br /> management on site. The application for Permit P2007-058 indicated that any water generated would be <br /> managed underground and not allowed to daylight. Water appears to be daylighting from the Liberty <br /> Adit. However,care must be taken not confuse water generated from melting snow drifts with actual <br /> portal derived water. Historical imagery on Google Earth suggests that snow drifts heavily over the north- <br /> facing slope of that contains the Liberty Portal. OSMI proposes the following activities prior to presenting <br /> DRMS with a final reclamation design. <br /> OSMI also proposes refuse removal in September. The dilapidated mobile office may not survive another <br /> winter and draws unwanted visitors, animal and human. Ventilation curtains, water piping and other <br /> debris present on site will also be removed. Refuse removal will be performed by a qualified and licensed <br /> contractor or by OSMI staff. <br /> OSMI will repair the stormwater ditch on the south side of the pad to prevent it from flowing down the <br /> driveway.
