EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement;Drainage Control; Surface Stabilization: <br /> The Collom Spoil pile continues to be constructed.No spoil was actively being placed along the pile during the <br /> inspection. <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4;Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> Blast drilling and preparations were occurring within the South Taylor.A blast was scheduled for later that day <br /> however occurred after the timeframe of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ditches in the East and West Pit were observed from overlook positions above due to muddy conditions. The <br /> North Trib-East Pit,Final East Pit,Taylor and East Taylor Ditches were inspected. Each ditch is either partially <br /> or fully armored with rip rap based on the grade of the ditch.Visible water flow was observed in the Final East Pit <br /> Ditch and all other noted ditches were dry. Each ditch was stable and no issues were observed. <br /> Collom Ditches D1,D2 and D6 were inspected with no issues. <br /> The Streeter and the Prospect Pond were inspected. Both ponds are located along Highway 13. The Streeter pond <br /> was discharging at the time of the inspection.While the Prospect Pond held water,no discharge was occurring <br /> during the inspection. Both pond embankments are stable and well vegetated. <br /> Section 36,Middle and the Sidehill ponds were inspected. These ponds are associated with the Collom Pit.Both <br /> Section 36 and the Middle ponds held water however no discharging were occurring. The Middle pond had <br /> recently been cleaned of excess sediment prior to the inspection. The Sidehill pond was dry. Each pond was stable <br /> and no issues were observed. <br /> Final East Pit Ditch. D I Ditch. <br />
