Tom Fry and representing Colowyo Coal <br /> Company(Colowyo)accompained the inspection.The weather for inspection was clouldy with steady rain <br /> throughout the inspection.High temperatures during the inspection were around 65 degrees fahrenheit. Ground <br /> conditions were wet and muddy due to the precipitation event which limited access along the light-use roads <br /> throughout the site. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Contemporaneous backfilling continues in the South Taylor Pit. Spoil is being moved by dragline from the west <br /> portion of the pit to the east. <br /> Backfilling is occurring within the remaining portion of the West Pit. Spoil is transported from the South Taylor <br /> area and end dumped over the crest of the remaining highwall. Grading is occurring above the West Pit where the <br /> old rock crusher pad used to be. <br /> South Taylor Pit. West Pit above highwall. <br />
