Rifle _;rave' Pit #!
6.0 Exhibit E - Reclamation Plan
The specific elements of Scott Contracting, Inc.'s Reclamation Plan are addressed in the
following sections per the guidelines outlined in Rule 6.4.5 and as informed by referral
agencies (described in earlier sections of this document). Reclamation will occur within the
27.70 acres Permitted (Affected) Area (Table 1).
The reclamation of Stage 1 will occur upon completion of mining that area. Stage 2
reclamation will occur upon completion of the mining of that area. The entire Permitted Area
will be restored back to natural conditions upon completion of mining and removal of all
temporary structures (office, vault and haul toilets, potable water, screen, crusher,
equipment) activities. Upon completion of all mining stages, Scott Contracting, Inc. will also
cease dewatering to allow water to infiltrate the pit and create the final reclaimed pond
condition.
Areas disturbed during development shall be restored with natural-appearing landforms that
blend with the adjacent undisturbed topography within 90 days of completion to meet
Garfield County standards. After each mining phase is completed, Scott Contracting, Inc. will
start backfilling pits with excess dirt and unused material. The pits will not be filled in
completely as part of the reclamation plan is to create a recreational pond. See Exhibit E1,
Figure 16 for proposed reclaimed condition, including the typical section of the pond.
The site will be graded to compliment the surrounding topography and integrates input from
the USFWS, CPW, and reflects surrounding properties that also have been mined and
reclaimed. Area disturbed by grading will be contoured so they can be revegetated and will
be revegetated to stabilize the surface from erosion.
Note the disturbance from installation of the dewatering pipeline on the Shideler property will
have already been revegetated and reclaimed.
6.1 Description and Types of Reclamation
Scott Contracting, Inc. will achieve the required reclamation of the affected land per the
Garfield County Land Use Permitting and seeding regulations using existing and available
equipment. The primary reason for this goal is to minimize dust and erosion of the property
and restore the site back to its natural conditions to the extent practicable.
Exhibit E1, Figure 16 depicts the amount of acreage proposed for each reclamation
activity. All reclamation will occur with specified equipment and methods for attaining
successful revegetation of the property. It is assumed that a -18.4-acre pond will be present
post-mining.
6.1.1 Rule 3.1 -Reclamation Performance Standards and Requirements
Rule 3.1 outlines the Reclamation Performance Standards for all mining operations.
6.1.1.1 Materials Handling
Scott Contracting Inc. will set forth the following materials handling measures:
30
