reduce effects of wind erosion. The sloping concrete floor will contain any <br /> precipitation that may fall on the material. The bins will be equipped with a tarp that <br /> will fasten to the outsides of the bin. The tarp will be secured over the stockpiles <br /> when the mill is not operating. This will prevent precipitation from falling on the <br /> material and divert runoff to the stormwater ditches. <br /> Any material, either feedstock or byproduct, that does not pass TCLP will be <br /> handled and transported as required by CDOT. The material will be tracked using <br /> Chain of Custody documents. Byproduct material that is not suitable for a beneficial <br /> end use will be transported to an appropriate disposal facility. <br /> Process Water <br /> The process water circulating system includes a bypass circuit in the event <br /> process water pH trends outside of the neutral pH range (6.5-8). Process water will <br /> be tested twice daily that the mill operates to determine the pH using a digital pH <br /> meter. For acidic water (<pH 6.5), Quicklime (calcium oxide) will be added in a dry <br /> form and mixed within the process water tank as needed to maintain a pH range of <br /> 6.5 to 8.5. Similarly, should the pH exceed 8.5, Sodium Bisulfate will be added in a <br /> dry form to the process water tank to bring the pH back down within this acceptable <br /> range. Both the quicklime and sodium bisulfate will be palletized and delivered in <br /> 50-lb. bags or drums, with up to 2,000 lbs. stored on site at any one time. The <br /> pallets and drums will be tarped and stored within a curbed and dry containment <br /> area at the plant site. <br /> The quicklime will be palletized and delivered in 50-lb. bags with up to 2,000 <br /> lbs. stored on site at any one time. The material was tested for acid mine <br /> drainage potential. The ABA/NNP results indicated the material is not acid mine <br /> drainage producing. The material will be used as backfill for mill construction. <br /> [6.4.21(7)] Facilities Evaluation <br /> The site of GTM is the former location of Golden Nugget, Donna Juanita & <br /> Gladstone mines. The legacy stockpiles are neither acid-forming nor hazardous <br /> material according to analytical results provided herein as Appendix D. This material <br /> will be used during site development as fill dirt during road construction, feed hopper <br /> ramp construction and backfilling the mill building. There is no acid mine drainage <br /> from adits or tunnels on the site. <br /> GTM is an enclosed mill operation. No designated chemicals will be used in <br /> milling. The ball mill and shaker tables are a gravity separator that utilizes only <br /> water in processing. The ball mill and shaker table are located inside the metal <br /> building. <br /> The mill is designed to be a no discharge operation, therefore monitoring <br /> systems outside the building are not proposed. The GTM is enclosed in a commercial <br /> grade metal building. The process water is a closed circuit, recycling through the <br /> mill. Feedstock is stockpiled in a three-sided concrete storage bin. Byproduct is <br /> also stored in a three-sided concrete storage bin. Both storage bins will have tarps <br /> that secure to the outside of the concrete sides to prevent infiltration of precipitation. <br /> Page 18 of 23 <br />
