Note that the bold wording constitutes RGPP's
comments while the non-bolded wording constitutes direct quotes from Zephyr's mine application.
COMMENTS ON ZEPHYR MINING PLAN APPLICATION (9/19/2021)
1.1 Site Background
"Zephyr USA is submitting a permit application for an underground gold mine and mill that is expected to
generate approximately 90 high paying jobs which along with purchases of materials and 3rd party support
services will be an economic boost to Canon City and Fremont County as well as broadening the scope of
employment opportunities in the region."
(It is easy to pull job numbers[90]out of the air and make a casual statement that each of those 90 jobs will be
"high paying". Mining companies are known to target economically depressed areas with their glowing mining
predictions so that the local population and government will have wildly exaggerated expectations from the
proposed mine opening and operation. Full disclosure demands that Zephyr list the job titles and estimated
salaries so that the Fremont County Commissioners and the public have information relative to Zephyr and the
"economic boost"it will bring to Canon City and Fremont County. It should also be noted that Zephyr states in
the mining application that,"The Dawson Gold Mine, for purposes of this permit, based on current resources
will have a life of mine[LOM],for approximately five years"—2.4.4.1 Background Information, page 19. Five
years of mine operation hardly constitutes an"economic boost to Canon City and Fremont County as well as
broadening the scope of employment opportunities in the region."Zephyr's Preliminary Economic Analysis
(PEA),2017,shows 33 jobs,28 operational and 5 administrative,skilled,and semi-skilled. Evaluative criteria
have not changed to date).
