July 20, 2021 C-1980-007/West Elk Mine LDS <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> Several sites that had been included in the SL-13 and SL-14 applications were inspected: <br /> The Monument Dam borrow area was included in the SL-13 partial phase II application. The site showed <br /> generally good vegetative cover,dominated by western wheat grass.Noxious weeds were most evident in less well <br /> covered patches where the seed mix species had not germinated.MCC should continue spraying the area for <br /> weeds,particularly further from the road, and consider supplemental seeding of the sparsely vegetated patches. <br /> The plugging and abandonment of two inclinometers on the RPEE(I12-04 and I12-05)was included in <br /> the SL-13 partial phase II application. It was stated in the adequacy letter of June 24,2021,that the inclinometers <br /> should be withdrawn from SL-13 and included with the SL-14 partial phase I bond release application.At present, <br /> neither of the two inclinometers is eligible for bond release. I12-04 has not been plugged and abandoned(see <br /> figure 13), and I12-05 could not be identified(see figure 14). <br /> SUBSIDENCE—Rule 4.20: <br /> The repaired section of South Prong Creek,where subsidence had occurred in October 2020,was <br /> inspected. The reconstructed stream channel was in excellent condition, and appeared to have been constructed in <br /> accordance with the approved design: a series of riffles and small pools-popular with many different butterfly <br /> species at the time of the inspection. Saplings of narrowleaf cottonwood(Populus angustifolia)had been planted <br /> along the banks of the reconstructed stream channel and appeared to be thriving.Vegetative cover of the disturbed <br /> area was good,however weeds were prevalent and should be treated.
