Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> CONVOENTS <br /> This was a partial inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety <br /> (Division). Ed Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was hot and <br /> dry. The mine was active. The inspection included a follow-up on some sites included in the SL-13 and SL-14 <br /> bond release applications. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS2 panel, at around cross-cut 23 on the SS2 head gate. <br /> Development work was focused on the SS3 head gate and the Sunset 4 Submains,though no significant <br /> progress had been made since the last inspection. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> MCC had recently agreed a new contract for the transport and handling of processing waste with Wells <br /> Excavating of Delta,CO. The new contractors had already moved most of the material from the temporary <br /> stockpile on the RPE to the RPEE, and were continuing to transport waste currently being produced from the <br /> preparation plant. Equipment brought to the site by the contractors included three 45 ton Volvo dump trucks as <br /> well as a loader,a grader,a water truck, and a skid steer on the RPE;and a large excavator(350G),a D8 dozer, <br /> and a sheep's foot compactor on the RPEE.A smooth drum compactor belonging to MCC was also being used on <br /> the RPEE. <br /> At the time of the inspection the excavator was picking large rocks to be used in the underdrain. The <br /> underdrain had already been extended well above the surface of the pile. The trench measured approximately 4 <br /> feet deep and 11 feet across,it was lined with a coarse woven fabric and filled with large boulders. The boulders <br /> were covered with rip rap which was in turn covered with a thick felt-like fabric. <br /> The surface of the pile was smooth and compact.
