July 13,2021 C-1981-008/New Horizon Mine JHB
Pond 16 contained a shallow pool of water. Mindy explained that one of the irrigation water pipes upgradient
from this pond had a leak. Pond 16 captured any runoff from this leak. ERMR had repairs scheduled to repair the
leak.
Pond 15 was dry and showed no evidence of having recently held water.
Pond 13 was full. Inflow rates into the pond were 340 gpm from the CC ditch, and 337 gpm from the French
drains. Iron staining is evident at the limestone rock bed at the inlet to Pond 13. The water flow in the pond
passes through well-established area of cattails, then through the pond that has a thick growth of pond plants prior
to discharge into Tuttle draw. Discharge of Pond 13 measured 0.54 on the staff gauge at the flume. Discharge
was clear while the receiving stream,Tuttle gulch was slightly cloudy. The Pond 13 discharge also had a sulfur
smell. No water samples were collected, nor was there a concern to collect a sample.
Pond 12 was dry. No concerns were observed with Pond 12.
Pond 18 was dry as well. No apparent re-sprouting of noxious weeds was observed.
RECLAMATION SUCCESS-Rule 4.15,Rule 3:
Irrigated pastures, IP-8 and IP-9,that received low spot repairs in 2020,were being irrigated and were
looking good. Even though some low areas remain in these fields,no areas were ponding and drainage appears to
be functioning well. Sprinklers were operating in IP-8, IP-9 and IP-10, and crops were green and growing during
the inspection.
IC-1 was being irrigated at the time of the inspection. The Alfalfa rotation had been planted in spring 2021.
Portions of the young crop did not survive the irrigation water interruption when the CC ditch failed. ERMR
reseeded approximately 90 acres of the Irrigated Cropland. The reseeded portions of field are growing but the
seedling are very young at this time. The reseeded areas appear mostly in the Center-pivot field. The areas
served by side-roll sprinklers do not appear to have required reseeding.
REVEGETATION—Rule 4.15
Vegetative Cover;Timing:
Dryland pasture areas are fairly thin on vegetative cover due to the drought. However, the dryland pasture
still exhibits green growth, so once the area receives precipitation, the pastures may recover.
Although irrigation structures were not apparent in the irrigated pasture reference area, this reference area was
green and appeared that it had received irrigation water.
A small patch of Russian knapweed was observed on the South east corner of the regraded Topsoil Stockpile E
footprint.
TOPSOIL—Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4:
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 7
