July 14,2021 C-1981-035/King Coal Mine JHB <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5)and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Improvements to the Low cover crossing access road and the Barn laydown area were in progress. We <br /> met with the contractor supervisor, Sam Dil. He explained the erosion control structures and placement as we <br /> progressed on the access road. The sediment control off the road is managed primarily by sediment traps and <br /> staked hay bales. This has proven to be effective. Placement appears effective,though Sam explained that they <br /> may adjust on or two placements to assure runoff from the road is effectively captured. He also explained that as <br /> the loader comes down the road in the afternoon,they create temporary water bars with the bucket to direct runoff <br /> into the control structures. WCC is also parking the loader across the bottom of the road at night to control <br /> unauthorized access up the road. WCC will be utilizing construction traffic lights to control the one way traffic on <br /> the access road. The traffic lights were stored at the entrance to King I at the time of this inspection,but would be <br /> moved into place. Sam also discussed plans to improve the runoff control at the bottom(south)end of the access <br /> road. The initial storm breached the berm and sediment ran down the truck turn around area. Silt fencing at the <br /> south extent of the laydown area is in place, so runoff is not flowing unmanaged on to the County road. We noted <br /> a couple locations that the silt fence was undercut. The majority of the silt fence was properly installed with the <br /> bottom buried into the slope. <br /> Visual fencing with blue flagging denotes the limits of the disturbed area. The contractors are observing these <br /> limits. <br /> SUPPORT FACILITIES-Rule 4.04: <br /> King I facilities are being used for WCC's office and equipment storage. All materials and vehicles are <br /> kept within the sediment control system. Disturbed area boundaries are being adhered to and the Contractor is <br /> keeping their operations orderly at this time. <br /> King 11 facilities were in good condition and well maintained. One culvert outlet, C16,by the warehouse needs <br /> sediment cleanout. This culvert tends to need regular maintenance. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4: <br /> The plant growth material at King I has been pushed up a little and the berm re-established. This was <br /> necessary to allow extra room for the contractor's office trailer and equipment storage for the construction project <br /> at the low cover crossing in the Federal Permit. This activity is acceptable. No vegetative cover has established <br /> on the plant growth material pile. No erosion of the storage pile was observed. <br /> Topsoil from the small disturbance area at the Old Barn laydown area has been stockpiled at the south east portion <br /> of the project area in accordance with the approved plan. <br /> Topsoil stockpiles at King II were well vegetated. The patch of leafy spurge noted north of TS stockpile 92 had <br /> been effectively killed. One new sprout was observed in the area. It is recommended that GCC observe this patch <br /> in the fall as temperatures cool down and treat any new sprouts.
