The area near the mine has recently
been receiving rainfall. Localized thunderstorms occured at the King Mine the night of 7/13. The mine site was
damp at the time of the inspection, but no pooled water was noted throughout the active areas. The weather was
cool, low 60s, and cloudy at the onset of the inspection.
AIR RESOURCE PROTECTION—Rule 4.17:
Due to damp conditions, the water truck was not operating at the time of the inspection, nor was it needed.
The raw coal pile and the clean coal pile were not blowing dust, and the window flaps remain in place.
AVAILABILITY OF RECORDS—Rule 5.02.4(1)
Mine records were checked and found to be adequate.
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization;Placement:
GCC primarily uses the lower RDA at King I for coal refuse placement. The lower RDA has been graded
to allow runoff to drain to the collection ditches. No runoff is directed over the face of the pile. The lower pile
held up well to the recent thunderstorms. The upper RDA has had the haul ramp on the west side well defined and
berms placed. This has resolved the issue with runoff concentrating along the roadway and creating rills. The
upper RDA is graded to drain runoff to the south collection and into the armored ditches. GCC has also shaped
temporary waterbars into the top of the pile to reduce runoff flow. This effort is working well. Drainages are
handling the runoff well. Culverts are clear and functioning well.
At the south west corner of the lower pile there were cables exposed. These cables had not been observed by the
inspector before. Leo did not know what they were from. The cables are marked with orange traffic cones as a
precaution for equipment.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 1
Page 2 of 8
