g) Fremont Paving will use BMPs along areas that are highly erosive in nature to prevent
sediment from reaching the Arkansas River and Eight Mile Creek. Such measures are
used presently along the southern end of the active mine area to ensure no sediment
reaches the Arkansas River. This method will continue to be used throughout the life of
the mine.
h) Fremont Paving commits to marking all affected boundaries at a minimum of 200 feet
spacing for adequate visualization of the bounardy.
i. Revegetation-Affected land from the operation will return to open range grazing
land which is its present use. As noted in the soil's information exhibit, the soil is
moderately alkaline. Generally speaking, the surface layer is a sandy loam with
cobbles. In some instances, a clay loam is present, but it is also filled with
cobbles. In some areas the soil is very gravely or stony and these are indicated by
the presence of pinon pine or juniper. Often these are on the gulch swales or
erosion gullies. The present vegetation and the percent of vegetative cover
indicate that the ground has been over grazed in the past.
ii. Topsoiling-As indicated by field inspection and the soil reports, there is no
topsoil on the site. In fact, over half of this site has no overburden to speak of.
Some areas on the southern and eastern leg of the permit boundary contain
overburden which will be stripped and stockpiled. Materials used for backfilling
and plant growth will be predominately fines which are excess or unmarketable
from the processing plant. These fines will be the sandy and loamy soils now
present on the property but without the cobbles. With no rocks, the soil can be
more easily planted with the grass seed.
Direct Tasks Unit Quantity Cost Total Cost
Placing Topsoil/Fines
Bull Dozer Hours 0.33 $145.00 $47.85
Loader Hours 0.33 $145.00 $47.85
Seeding
Broadcasting Hours 0.33 $300.00 $99.00
Seed Mix Acre 100 $35,000.00 $35,000.00
Mulch Acre 100 $18,700.50 $18,700.50
Tracking seed/mulch
Dozer Hours 0.33 $154.00 $50.82
Area Reclaimed Acre 100 $78,420.40
Mobilization Fee Hours 1 $100 $100
Indirect Tasks
Liability Insurance 0.0155 $1,215.52
Performance Bond 0.015 $1,176.31
Profit 0.1 $7,842.04
Job Superintendent Hours 20 $88.00 $1,760.00
Miscellaneous Indirect 0.0925 $7,253.89
Total Bond $151,714.18
