Elk Creek Mine (C-1981-022) MT-8
• Exhibit 2.05-E5, Item 6 also states that five areas, some of which are in the "Elk Creek
Coal Handling, Support, and Ancillary Facilities" area, will support an alternative post-
mining land use (presumably "Industrial/Commercial", although it is not specified),
including:
Elk Creek Mine Facilities bath-houses, office, warehouse/welding shop complex,
small vehicle maintenance building for support of GEC and NFELLC coal mine
methane and Ragged Mountain Fire District facilities. Includes entrance road
providing joint access to cemetery and NFELLC facilities beyond and east Elk
Creek/Sanborn Creek road. 6.2 acres
• Map 2.05-M8, Sheets 1 and 2, shows the parcel referred to above as having a post-
mining land use of Industrial/Mining (north of the West Valley Haul Road and East
Yard Haul Road, south of the reclaimed Elk Creek Channel, west of the East Yard
Refuse Pile, and east of the western edge of Substation No. 1).The map also shows
the retention of Pond B.
• Map 2.05-M6, Sheet 1 of 6, shows the retention of the following permanent facilities:
o Culinary Water Supply, Treatment and Storage System
o Somerset Cemetery Road (also referred to as West Valley Haul Road)
o Elk Creek Road
o Sanborn Creek Road (also referred to as East Yard Haul Road)
o Substation No. 1
o Bath-houses
o Office
o Warehouse/Shop
o Small vehicle maintenance building
o Culverts B-1, B-2, B-3, B-5 (and an unidentified culvert south of B-5), HR-1, HR-
2 and HR-3. (The status of Ponds A and B is unclear from the map.)
In addition to the facilities already listed, the aerial image shows that the fuel storage facility
has been retained.
A portion of the Elk Creek Coal Handling, Support, and Ancillary Facilities area achieved Phase
I bond release with SL-1. For the remainder of the area to be eligible for bond release:
i. The inconsistencies in the PAP must be addressed. Sections 2.05.4 and 2.05.5 of the
PAP must be retained for now, but sentences should be added referring to the
alternative land use described in Exhibit 2.05-E-5, and shown on Maps 2.05-M6 and
2.05-M8. The maps should show all features that are proposed to remain as
permanent structures in support of the alternative land use.
