6/30/2021 Aspen Fire Protection District:2021-00800
NARRATIVE (5)
Narrative Title: 603 Narrative
Narrative Author: Legersky,Jan
Narrative Date: 06/30/2021 15:41:39
Narrative Apparatus ID: n/a
Narrative:
I arrived on the scene at approximately 11:00 hours May 20,having been advised that morning by Chief Balentine of the
incident. He explained that there had been a fire in the large trainer mounted generator, which had also caused damage to
an adjacent structure/construction trailer.
The fire appeared to have originated in the trailer mounted generator.I walked the scene with Captain Jake Spaulding. We
also talked to Brandon Gibson,an employee of Elam Construction, who lives next to the Elam plan and first reported the
incident. He explained that he had been woken about 4am upon hearing an explosion, and saw the fire.
Per Brandon, the generator had been turned off and was not running. He explained that the smaller front generator had
been used the prior morning(May 19)to warm equipment. The larger diesel generator at the back of the trailer is used for
operating the belts at the Elam asphalt plant.
The diesel fuel supply to the generator from the adjacent fuel tank had been shut off during the fire suppression efforts. As
we walked around the generator trailer, the most intense amount of damage was in the back(east end)of the trailer which
was where the larger diesel generator was located. The smaller generator was at the west end of the trailer. The center
space housed supply items, which included a couple drums of hydraulic fluid and a flammable liquids safety cabinet.
The batteries supplying the large generator had been completely destroyed. By comparison, the battery for the smaller
generator at the west end of the trailer did still have some identifiable layers. Per Mr.Gibson, power to the batteries for the
large generator was off,as indicated also by the picture of the switch box for the batteries.
There was a fire safety cabinet in the trailer. However, cans and tanks within the cabinet appeared mostly intact. Finish
paint was still visible on the lower portions of the two fuel containers that had been in the cabinet.
The fire also burnt thru the wall of the adjacent construction trailer(west end),causing damage to that structure. Several
empty propane tanks within the construction trailer remained intact.
Origin of the fire appears to be with the large generator, while cause is undetermined. This report will be updated in the
event of any further information.
Addendum:
Jim Doody, Environmental Mgr for Elam Construction provided information to some follow-up questions:
>The generator is a Caterpillar C27,manufactured in Dec., 2013.The trailer was a 1999 53' Lufkin--TFV-IPST.
> Battery(single)for the small generator were installed in January 2021
> Batteries(two)for the large generator were replaced in 2019, per service records.
> Doors to the flammable liquids cabinet had been closed; doors were auto-closing.
>The double doors at the back of the trailer, where the large generator was located, had been closed. Stronger burn
pattern is observed at the lower level, hinge sides of the doors,or outer sides of generator. Burn pattern is more
pronounced on the right-hand door as you are facing the generator(side where batteries&switch were located.
> Regarding inspections, per Mr. Doody, personnel conducted a daily visual inspection and
fluid check when units were in use prior to startup.
Oil and filter changes occurred every 500 hours,as well as sampling of the fluids.
The trailer was inspected prior to every mobilization, the last of which was in April 2021.
Date of last maintenance service was the week of May 3, 2021.
>The smaller generator was used to provide power for the block heater to the larger generator during the winter months,
typically at night. Mr. Doody also noted that the small generator had not been in use for night warming since earlier in April
of this year.
https://secure.emergencyreporting.com/nfirs/print.asp?printtype=2&printtype=3&printtype=4&printtype=5&printtyperadio=5b&printOption=l&printOptio... 3/9
