The site is in final reclamation,and not active <br /> the day of the inspection. The weather was clear and dry. No Operator represenatative was present during the <br /> inspection,Elk Ridge Personnel were assisting repairs to the area water supply company that suffered a major <br /> ditch failure. Seven photos accompany this report to illustrate the observed site conditions. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Ground leveling and topsoiling operations on the Morgan Property have been completed since the <br /> Division's previous inspection. The irrigated cropland can be seen in Photos One and Two to have significant <br /> vegetative establishement of the alfalfa crop. The vegetation appears dense and well established,the landowner <br /> has not yet performed the first cutting of the year. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> All fuel and hazardous materials are stored at various locations within the facilities area and were <br /> observed during the inspection. Different lubricants and hydraulic fluids are stored in a pole bard adjacent to the <br /> office building. All materials in this area are stored on spill pallets, and the containers are in good condition. The <br /> drums and pallets can be seen in Photo Three. Adjacent to the shop storage are two used oil tanks within <br /> secondary containment. The tanks are in excellent condition and the secondary containment structure was free of <br /> any standing precipitation and debris. The tanks can be seen in Photo Four. Photo Five shows the bulk fuel <br /> storage located within the facilities area.
