Mr. Joshua Oliver
,:tune 9,2021
Page 3 o l`4
EXHIBIT G-Water Information(Rule 6.4.7):
The following information is still required for Exhibit G:
• Sampling and Analysis plan describing how the operator will document ambient groundwater conditions
relative to Tables 14 of the Interim Narrative Standard prior to mining, as well as insure/document that
the water quality will meet the Interim Narrative Standards during operation and prior to release.
• Correct GW level data spreadsheet provided, and/or maps provided, so that the identification of the wells
matches GW monitoring wells shown on the maps. A brief discussion of why the GW levels observed in
several of the existing wells appear to have dropped dramatically since monitoring began would be
helpful..
• Provide construction/survey information for all existing GW monitoring wells on-site, or at the very least,
total depths, screened intervals, and elevations at GW level measuring locations.
• Provide map showing locations of all eight permitted alluvial wells within 600' of the permit area as
discussed in Exhibit G(or on the provided existing structures map), and provide all available construction
information for those wells- especially S.W.L.,total depths, and screened intervals if possible. If this
information is not available, the operator should contact well owners and offer to measure existing wells
and water levels to document pre-mining conditions at operator's expense.
• Provide a GW contour map for the site based on all available current pre-mining water level information
provided.
• Identify the"baseline"water level elevations for each MW that will be utilized to compare to the two foot
deviation proposed in the provided monitoring plan to determine if DRMS notification and mitigation
measures will be implemented.
0 30 days to notify DRMS and commence investigation of a possible GW issue as stated in the provided
monitoring plan is too long. The operator will be required to notify DBMS of a possible issue
(monitoring trigger levels exceeded, complaint, etc.)within 7 days of the operator's knowledge of the
issue. The operator will also be required to report/investigate complaints from well owners outside 600'
from the permit boundary—please acknowledge.
• The operator will need to provide GW level and any GW analytical data collected with the annual report
for the site—please acknowledge.
EXHIBIT L-Reclamation Costs (Rule 6.4.12): All information necessary to calculate the costs of reclamation
must be submitted and broken down into the various major phases of reclamation. You must provide sufficient
information to calculate the cost of reclamation that would be incurred by the state.
The reclamation estimate provided is missing several significant items:
• Basis for slurry wall unit costs for the northern slurry wall utilized in the provided estimate—if RMCC
already has awarded contracts for this work that information will be sufficient, otherwise additional
information will be needed.
