RMS Utilities, Inc.
28360 County Road 18, Blanca, CO
(719) 589-4263
Exhibit D
Revised March 24,2021
Reclamation Plan
1. Upon completion of mining the amended area will be a rectangle shape in nature with
side slopes not greater than 3H:1V slope. Once grading is complete, topsoil will be
distributed within two years, once inventory has been removed, a layer of topsoil four
inches will be applied to pit floor. Once topsoil is applied, it will be reseeded in
accordance with recommendation of the Natural Resource Conservation Service.
2. (a.) All phases will be reclaimed as rangeland. The current use of surrounding lands is
either rangeland or gravel pits. The choice of rangeland follows the use of the land in the
surrounding area. Side slopes will be formed using earthmoving equipment such as
scrapers, motor graders, and dozers.
(b.) Surrounding land uses are either rangeland or gravel pits. Reclamation of affected
area to rangeland is cohesive to surround areas.
(c.) Upon notification to the division Reclamation, Mining and Safety the reclamation
process will be completed within a five-year period. The mined area will be reseeded
with a seed mixture recommended by the Natural Resource Conservation Services. The
slopes will be graded for 3H:1 V slope to create the slope. A 3H:1 V slope in the pit will
help combat erosion and silting of the affected land. This will eliminate the need to
stabilize any high walls. Once the grading is complete the land will be prepared to be
reclaimed
(d.) The topsoil shall be segregated at the pit in designated areas for the purpose of
reclamation. Side slopes will be formed during soil extraction. The reclamation process
will begin when a sizeable are of two to three acres is ready to be reclaimed.
1
