CIK Milling Company, LLC
Penn Mine/ Lake County, Colorado
(vi) explain the establishment methods for each species of shrub and/or tree, and state the number of each
to be established per acre.
The seed mix has been established over time in Colorado. The inactive mines program has multiple
projects over the last 40 years and the current seed mix performs well. See Table 5-1 above for the
number of each species and application rate.
5.1.4 Post-Reclamation Features
6.3.4(1)(d) Specify which ponds, streams, roads and buildings, if any, will remain after reclamation. These features
must be shown on the Exhibit E - Map. If ponds are part of the Reclamation Plan, slopes from five (5) vertical feet
above to ten(10)vertical feet belowthe expected average water level cannot be steeperthan 3H:1V; remaining slope
lengths may not be steeper than 2H:1V.Where wildlife habitat is the proposed future land use, shorelines should be
irregularly shaped to promote a diverse wildlife habitat.Colorado Parks and Wildlife(CPW)must be consulted where
wildlife use is the proposed future land use.
The Penn 1, Penn 2, and Penn 3, mining areas are relatively small consisting of 9.61 acres in total. The
property lays on a mild West-facing slope with no streams or ponds. Also, there are no buildings on the
property that require removal. The existing roads which will have been widened for haul truck traffic will
remain.
Table 5-2: Disturbance Areas
Area Acres Linear Ft
Penn 1 6.81 -
Penn 3 1.65 -
Haul Roads(1) 1.15 -
Upper Rock Dams(2) incl. 923
Lower Rock Dams(2) incl. 1,472
Total Acreage 9.61 2,395
(1) Haul roads outside of mining areas. Haul roads within mining area are included
in mine area calculation.
(2) Wattles are within haul road and mine area disturbances.
The mined material having been removed, will reveal the natural topography of Breece Hill.
See Figures 6-8 and 6-9, Exhibit E Section 6.5 for reclamation plan map and cross-section map,
respectively.
5.1.5 Waste Dumps, Tailings& Other Features
6.3.4(1)(e) Specify the reclamation treatment of any waste rock dumps, tailing impoundments, underground mine
openings, ditches, sediment control facilities, buildings and other features specified in your mine plan but not
previously addressed in the Reclamation Plan narrative. These features must be shown on Exhibit E - Map. This
should describe the measures taken to minimize disturbance tothe hydrologic balance, prevent off-site damage, and
provide for a stable configuration consistent with the proposed future land use.
Initial Application J March 2021 5-3
