CJK Milling Company, LLC <br /> Penn Mine / Lake County, Colorado <br /> 5 . 0 RULE 6 . 3 . 4 EXHIBIT D - RECLAMATION PLAN <br /> 5 . 1 SPECIFICATIONS <br /> 6.3.4(1)The purpose of the Reclamation Plan is to describe the timing, procedures, criteria and materials that will <br /> be used to reclaim the affected land to the proposed future land use.This plan must be correlated to Exhibit E-Map. <br /> The description of the Reclamation Plan must be adequate to satisfy the requirements of Rule 3.1 and demonstrate <br /> compliance with Rule 3.At a minimum,the Application shall include the following information: <br /> 5.1.1 Overburden <br /> 6.3.4(1)(a) specify at what point in the mining plan and to what depth(s) overburden will be replaced in relation to <br /> ongoing extraction. <br /> There is no removal of overburden material. The material to be removed is historic development waste <br /> extracted from 19th and early 20th century underground mines. This material was directly placed on the <br /> surface. The mine plan will remove this material to the original topsoil surface. The topsoil will be scarified <br /> and planted with appropriate seeds. <br /> 5.1.2 Slopes <br /> 6.3.4(1)(b)specify the maximum gradient of reclaimed slopes(horizontal:vertical).If the Application proposes slopes <br /> steeper than 3:1,the Operator/Applicant must include a justification that supports steeper slopes for the proposed <br /> post mining land use and demonstrates compliance with the applicable performance standards of Rule 3.1. <br /> Mining will not develop a pit. There will be no pit slopes such as those found in conventional open pit <br /> mining. <br /> 5.1.3 Revegetation <br /> 6.3.4(1)(c)(i-vi)Specify the measures that will be taken to revegetate the site,if applicable, including: <br /> (i) state the thickness of plant growth medium to be replaced. Sample and analyze available soils sufficiently <br /> to establish quantity andquality; <br /> The seedbed shall be firm. Trash, weeds and other debris that will interfere with seeding operations shall <br /> be removed or disposed. On sites where equipment can operate, the seedbed shall be adequately <br /> loosened (four to six inches) deep and smoothed. Chiseling, disking, harrowing or culti-packing may be <br /> required. Work shall be done on the contour where practicable. <br /> Seed will then be drilled. On sites where equipment cannot operate, the seedbed shall be hand raked or <br /> otherwise prepared by hand by scarifying to a minimum depth of one inch (1") to provide a roughened <br /> surface so that seed will stay in place. Seedbed preparation shall be suspended when soil moisture <br /> conditions are not suitable for the preparation of a satisfactory seedbed as determined by the mine <br /> manager. <br /> The Mulch will then be spread onto the prepared area with a conventional spreader. <br /> Initial Application / March 2021 5-1 <br />
