Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other Y - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a complete inspection conducted by Janet Binns of CDRMS.Mr.Frank Ferns accompanied the <br /> inspection and represented Elk Ridge Reclamation and Mining,LLC. <br /> The mine is a predominately reclaimed surface mine. A parcel remains rough graded but is awaiting final grading <br /> as the operator determines final hydrology configurations. The region has received a little bit of precipitation <br /> lately,but the area is still quite dry. Irrigation water is flowing and some of the irrigated fields are actively being <br /> irrigating. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> The mine records were inspected at the mine office at the end of the inspection. All required records were <br /> available,or provided to the inspector. The operator showed proof of CDPHE receipt of renewal application for <br /> New Horizon's discharge permit. All records were found to be adequate. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The operator has almost completed leveling of the irrigated cropland low spots as per the farmer's <br /> concerns. We met Ms. Turner on the roadway. She stated that she was satisfied with the work ERMR had <br /> conducted, and discussed one or two spots with Frank. She is preparing to seed the irrigated field soon. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> SP2 has been experiencing some inlet down cutting due to irrigation tail water. ERMR is proposing to <br /> add rock armoring to this section of the inlet. ERMR submitted a technical revision for this work. Upon looking <br /> at the location, and the proposed rock,the inspector will consult to see if this can be a minor revision. The rock is <br /> locally sourced from rock picking the reclaimed agricultural fields.
