Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection conducted by Lucas West of the Colorado Division of Reclamation,Mining and <br /> Safety as part of the normal monitoring program for permitted sites. Joel Riggins accompanied the inspection and <br /> represented the Operator. Normal activies were tkaing place at the mine during the inspection. at the King II area, <br /> the stackers and air jig were active and trucks were bineg loaded at the time of the inspection. At the Kind I <br /> facility refuse was being placed on the lower refuse pile and compacted. The weather was clear and dry, Seven <br /> Photos accompany this report to illustrate the current site conditions. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> At the King I facility the lower refuse pile was observed. Material was actively being deposited and <br /> compacted during the inspection. The material being deposited appeared to meet the size requirements prescribed <br /> under the design plan and also appears to be compacted in accordance with the plan. A significant amount of <br /> material has been placed in the lower refuse pile since the Division's previous statement. The pile can be seen in <br /> Photos One and Two. The out slope of the pile appears stable and in good condition,the out slope can be seen in <br /> Photo Three. No signs of settling slumping or instability were observed on the out slope nor the main area of the <br /> lower refuse pile. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.03.2(7): <br /> Recently a Technical Revision was submitted to modify areas within the Permit Area to utilize a ranch <br /> road and create a truck turn around and lay down yard in support of the construction of the low cover crossing,a <br /> vital part of the underground mining operations. The laydown and turn around is proposed to be constructed by <br /> stripping and salvaging topsoil and creating a graveled turn around and semi flat area for various uses. The area <br /> proposed for the turnaround can be seen in Photos Four and Five. The area is well vegetated with native grasses <br /> and surrounds two historic structures,a shed and historic barn. The proposed disturbance to the area completely <br /> avoids these historic structures and maintains their integrity. The area slopes to the south towards the county road <br /> and no evidence of settling slumping or erosion was noted in the pre-disturbed area.
