The site is in final reclamation,and not active <br /> the day of the inspection. The weather was clear and dry. Mr.Frank Ferns of Elk Ridge Mining and reclamation <br /> accompanied the inspection and represented the operator. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> All topsoil stockpiles were inspected. The topsoil storage area located in the facilities area near the mine <br /> office was observed. The area contains 2 piles, one pile of"mixed horizons"as well as one pile of"lift 2" <br /> material. The "mixed" stockpile is well vegetated and appeared stable at the time of the inspection. Photo One <br /> shows the mixed horizon pile. The "lift 2" stockpile was stable and in good condition. It has recently been seeded <br /> and evidence of drill seeding was observed. No vegetative growth was observed as the seeding was just conducted <br /> within the last few weeks. Photo Two shows the "lift 2" stockpile. Adjacent to the two piles is the area where <br /> topsoil stockpiles were previously located. That material has been removed, and returned to the required <br /> reclamation grade. The area has not yet been seeded but discussions with the Operator indicate that the seeding <br /> will happen imminently as soon as seed is acquired. Photo Three shows the area. <br /> A second topsoil storage area is located near the "backfill area"just of Bb road. A portion of the topsoil,which <br /> has not yet been used in the reclamation process,which was moved from the facilities area was moved to be stored <br /> in this secondary topsoil storage area. The two piles consist of a"mixed"pile as well as an"A Horizon" stockpile. <br /> Both stockpiles were stable at the time of the inspection and showed no signs of settling slumping or erosion. The <br /> piles have been seeded but do not yet show vegetative growth as the seeding was recently conducted.
