Walstrum Spur Amendment, Exhibit D— Mining Plan <br />2.0 MINE OVERVIEW AND PERMITTING HISTORY <br />2.1 Permitting History <br />April 2021 <br />The first Walstrum Quarry permit application was approved on June 23, 1983 for 125.9 acres. The first <br />amendment to the reclamation permit was approved on July 25, 1985 and did not affect the acreage. The second <br />amendment to the reclamation permit was approved on August 27, 2002 and increased the area to 292.1 acres. <br />On June 5, 2020, DRMS approved a reduction in acreage request releasing Stages X and Z from the permit. The <br />current permitted area of the Existing Quarry is 285.7 acres. <br />2.2 Comparison of Permit Boundary Area to Affected Area <br />The purpose of the proposed Spur Amendment is to incorporate additional lands into the Existing Quarry <br />operation to extend the material reserves available and thus the life of the mine. Exhibit C illustrates the Existing <br />Quarry and the Spur Amendment. Note that the permit boundary is different than the affected lands boundary. <br />Both areas are illustrated in Exhibit C-3. <br />The Spur Amendment contains a total of 463.6 acres of which 51 °/o will remain undisturbed and 49°/o will be <br />affected area. The Existing Quarry contains a total of 285.7 acres of which 7% will remain undisturbed and 93°/o <br />will be affected area. Together, 34% of the Existing Quarry and Spur Amendment will remain undisturbed. These <br />areas are being preserved to provide buffer zones around the mining area, protect wildlife migration corridors and <br />habitat, and maintain the scenic beauty of the adjoining Clear Creek Canyon and its environment. A summary of <br />the permit boundary area compared to the affected area for the Existing Quarry and Spur Amendment is <br />presented in Table D-1. <br />Table D-1 — Summary of Land Acreage <br />SpurAmendment 463.6 229.0 234.6 51% <br />Total 749.3 493.8 255.5 34°/o <br />2.3 Existing Land Uses <br />The Existing Quarry is mined in accordance with DRMS permit M-1983-033. The Spur Amendment is currently <br />undisturbed land. <br />Easements have been granted for utilities and access within the Existing Quarry and to adjacent property owners. <br />These easements provide access via a two-track jeep road and/or utilities to adjacent landowners and cellular <br />communications towers located on the Young Ranch East LLC (YRE) parcel to the adjacent east of the Existing <br />Quarry. AFS owns and maintains the private jeep road on the mine property and users of the jeep road are <br />subject to Mine Safety and Health Administration (MSHA) part 46 requirements. <br />2.4 Screening <br />Natural landforms and undisturbed areas are provided in Stage S, between the Existing Quarry/Spur Amendment <br />and Highway 6(see Exhibit C-3) to help screen most of the processing areas and mining activity from neighbors <br />and highway traffic. As part of this amendment application, additional undisturbed land is being added to Stage S <br />to provide additional screening in the Spur Amendment area. The additional land will mostly screen views from <br />Highway 6, Highway 119, lower sections of I-70, and homes at lower elevations of the surrounding communities <br />into the Existing Quarry and Spur Amendment area.
