is on-site, unless demand is great enough to require more at one time.)This is based on known
information/estimates of depth.
d. The landowner is anticipated to request that small quantities of processed construction materials
may be left on the permit area at the end of mining, for their own use on the property and
contiguous property. This is not expected to require more than 0.25 acres and will be approved by
landowner when submitting for final reclamation release. The landowner may choose to move that
material to another location on the Schoen Farm.
5. Soil/Plant growth medium (6.3.3.(b)):As stated in Exhibit B, strip, screen, and stockpile (in the soil
storage berms) about 4 inches of soil (A horizon). In addition, fines screened out during processing(and
not a saleable product), particularly of material excavated from the Yard itself, will be stored inside the
soil storage berms and used for backfill during reclamation.
a. Salvage an estimated 600 CY(in-place)soil from each acre, including access road. It is very likely that
soils must be screened to remove larger stones, before stockpiling or reapplication, resulting in only
400 CY salvaged soil.
b. Protect soil in berms by compacting to not more than 70% modified Proctor density (using field
estimation) and temporary seeding for stabilization: Broadcast seeding rates:
i. Alfalfa 12.50 lb/acre, or
ii. Annual rye(nurse crop) 1.50 lb/acre'
c. Seed immediately after application of erosion control polymers (if any), usually within seven days of
completion of a stockpile or section, and may be followed by watering to establish the stand (if
available). Use standard weed control for the crop, in coordination with landowner and County.
6. Overburden, waste rock, and deposit characteristics (6.3.3.(c)& (d)): Little or no overburden is
anticipated, and all rock will be excavated and used as pitrun or product:fines either screened or
washed out and able to be sold will be used as backfill to further flatten final slopes. Depth of the
alluvial/glacial till being mined is deeper than planned 15-20 foot maximum depth of proposed
excavation.
7. Components not already addressed (6.3.3.(e)):fencing may be used around the Yard, as required by the
landowner. If so, it will be standard 3-strand barbed wire or electrical fencing to keep livestock out of
site. In addition to gate on access road, one or more other gates may be provided on any fence around
the Yard for convenience of moving materials and the landowner, but the only access route will be to
directly to CR-15. No temporary or permanent buildings: scale may have a scalehouse(portable/mobile).
No shop or maintenance buildings. Minimum maintenance to be done on-site out of trailers/containers.
See above for processing plant information.
8. Dimensions of disturbances (6.3.3.(f)): See on Exhibit E—map. No buffer zone is planned except for the
25 foot strip on the edges of the Yard permit area (used for soil storage berms).Yard is more than 300
feet from any property not owned by landowner. There will be no digging within 20 feet of the
underground powerline;the area will be stripped of soil (estimated 4 inches), clearly marked, and used
as a staging/loading area. Excavation in the Yard for basins will not be greater than the amount of fill
material available (inside the boundaries) needed to bring the Yard to an elevation approximately that
of the surrounding property.
9. Roads (6.3.3.(g)): No changes proposed for existing roads, as discussed with and approved by Rio Grand
County. Access road, though temporary, will be constructed to County standards, 24-to 25-foot wide
with 25-foot radii on intersection, and will access CR-15 at the permanent existing farm field access
(with 24-inch CMP culvert).
'Seed available from Southwest Seed,Cortez,CO.
M2020-062 Schoen Farm 110c Application by O'Rourke Excavating, Inc.
