EXHIBIT C— MINING PLAN (6.3.3.) FOR SCHOEN FARM <br /> 1. Purpose:To describe how mining will affect the permit area for the duration of the operation. <br /> 2. General Concept: Mining will be done in several phases,starting with access and site preparation, and <br /> then mining of the actual Sand and Gravel Yard to create soil stockpiles and basins for unprocessed and <br /> processed material,then collecting rock from piles and the surface of the adjacent and nearby farm <br /> fields,to stockpile, process, and haul from the site,followed finally by additional mining and shaping of <br /> the Yard preparatory to reclamation. Mining will be done in accordance with Exhibit B (Specifications <br /> and Conditions of Sand and Gravel Plant)of the lease agreement between Landowner and O'Rourke. <br /> 3. Tasks:The operator will: <br /> a. Initially, mark the exterior boundaries of the permit area using 6-foot 4-in PVC pipe, and placing the <br /> reclamation permit sign, speed limit and other safety/environmental signs. Install signs and T-posts <br /> (or equal)to mark a 20-foot zone on both sides of the underground powerline. <br /> b. Construct the 1,630-ft by 24-to 25-ft gravel access road, including stripping and storing soil, <br /> installing traffic controls, using the existing permanent 24-inch culvert crossing the irrigation ditch <br /> near CR-15. Note:There will be no fencing/barriers other than a gate off CR-15 for the access road. <br /> (Graveling will be done with the first material produced in the Yard.) <br /> c. Mark the boundaries of the various areas within the Yard,then strip and store soil and compact <br /> subgrade to prepare these areas. <br /> i. #1 storage/truck loading area where processed material will be stockpiled and trucks will be <br /> loaded for shipping construction materials out. (A truck scale may be located in this area.) <br /> ii. #2 work area is the location for native material (unprocessed material)stockpiles and <br /> portable, permitted processing plants (intermittently on site), including crushers,screens, <br /> washers, conveyors,gensets,fuel tanks, control rooms and portable latrines. (Note: <br /> Material may be stockpiled prior to processing or fed directly to the plant.) <br /> iii. #3 soil storage berm around the entire Yard, 25 feet wide, in which soil from the Yard and <br /> the access road will be placed,to protect and store soil for reclamation. <br /> d. Complete preparation of the storage/truck loading area and work area by constructing shallow <br /> swales and retention basins to direct and collect storm water(allowing it to evaporate or infiltrate), <br /> maintain trafficability,and control releases if needed. <br /> e. Outside the ring of soil storage berms, construct and maintain a shallow swale to allow runoff to <br /> collect and infiltrate/evaporate, and to capture sediment eroded from the stockpile for use in <br /> reclamation. (These swales are not expected to have any surface discharge, either sheet or channel, <br /> beyond the site boundaries.) <br /> f. Shape, compact and seed the soil storage berms, using annual rye and/or alfalfa (as decided by the <br /> landowner),to protect the soil and reduce dust and visibility. <br /> g. Begin extracting materials from the Yard itself, using loaders and/or track-hoes to transport <br /> materials to stockpiles or directly to processing plant, beginning in the north and then moving to the <br /> south.The immediate vicinity(20 feet each side of the buried powerline)will be stripped but not <br /> otherwise excavated. See Exhibit E. Inside the soil berm,excavate to a 2H:1V slope to <br /> reduce/eliminate need for backfill and construct basins 5-15 feet deep. Due to depth of mining, no <br /> benches will be constructed. (These swales are not expected to have any surface discharge, either <br /> sheet or channel, beyond the site boundaries.) <br /> h. Once the site is prepared, begin moving rock from the surface of the surrounding area to the basins <br /> for storage to await arrival of a portable crushing/screening plant to process material,which will <br /> then be stored in the basins until moved off-site. Both the landowner and O'Rourke Excavating will <br /> move the materials so that O'Rourke can process and ship the products. <br /> M2020-062 Schoen Farm 110c Application by O'Rourke Excavating, Inc.
