Bureau of Land Management Environmental Assessment <br /> Royal Gorge Field Office DOI-BLM-CO-F020-2019-0056 EA <br /> 50%of the typical vegetative community of the area(Gravelly Foothill ecological site). If <br /> an adequate cover is not established within 6 months of stockpiling alternative methods <br /> of controlling erosion will be implemented. These methods could include methods such <br /> as using geotextiles to promote seed germination and control overland flow <br /> 7. Visual Resource—The BMPs could include painting equipment,buildings and structures <br /> a proper color that blends with the environment. In addition, locating facilities, so they <br /> are off ridges and mesas, are screened from nearby residence, and decrease visual <br /> contrasts with the natural landscape. <br /> 8. Wastes, Hazardous or Solid—This project involves some type of oil or fuel use, transfer <br /> and/or storage, an adequate spill kit is required to be onsite. The project proponent will be <br /> responsible for adhering to all applicable local, State and Federal regulations in the event <br /> of a spill, which includes following the proper notification procedures in BLM's Spill <br /> Contingency Plan. <br /> 9. Weeds—The operator shall monitor for noxious weeds in the project area. The operator <br /> shall effectively control any Colorado list A or B noxious weeds in accordance with BLM <br /> pesticide policy. Other species may be treated as necessary to achieve reclamation <br /> objectives. <br /> 2.2. NO ACTION ALTERNATIVE <br /> A no-action decision would constitute a denial of the proposed quarry. This would strain this <br /> small-scale applicant's ability to supply local markets with accessible resources of roadbase and <br /> other construction-based products. The applicant's goals are a primary objective for conducting <br /> the EA and should be considered in depth when determining a No Action Alternative decision <br /> (refence section 1.3.2). <br /> 2.3. OTHER ALTERNATIVES <br /> None <br /> 2.4. ALTERNATIVES CONSIDERED BUT NOT ANALYZED IN DETAIL <br /> Prior to recommending the above project area, Mountain Valley Excavating proposed to sample <br /> material from a test pit which was analyzed under a CX (DOI-BLM-CO-F020-2018-0070 CX) <br /> and later signed on August 8, 2018. Immediately following the authorization, BLM determined <br /> the exploration proposal conflicted with a multi-habitat enhancement/fuels treatment within the <br /> proposed project area; therefore, the analyzed area was unavailable for use for mineral material <br /> disposal. The operator then proposed 11 alternative quarry locations which all conflicted with <br /> other BLM resources and/or existing projects. The following figures (Figures 6-15) denote the <br /> CX sampling area and the various locations and boundaries of the 11 other alternative mineral <br /> material sites. <br /> 21 <br />
