Bureau of Land Management Environmental Assessment <br /> Royal Gorge Field Office DOI-BLM-CO-F020-2019-0056 EA <br /> 2.1.3. Applicant Project Design Features (PDFs) and BMPs: <br /> 1. Drainage survey conducted by the Office of the State Engineer, DWR prior to the <br /> issuance of the mineral material contract. <br /> 2. All stormwater controls installed prior to initiating mining activities. <br /> 3. All fuels and other chemicals would be stored in secondary containment and spill <br /> contingency plan and kit available for spill/leak cleanup. <br /> 4. Site specific trainings to employees and visitors (e.g. inspectors,haulers, etc.). <br /> 5. Highwall continuously sloped to aid with final slope reduction during reclamation. <br /> 6. Compliance with all other federal, state and county laws and regulations. <br /> 7. Licensed blaster onsite during all scheduled blasting. <br /> S. Any topsoil and overburden, not utilized for stormwater controls, would be stockpiled for <br /> later use in reclamation. <br /> 9. Monitoring log recorded daily during active operations. <br /> 10. Weekly monitoring/inspections during non-operational periods. <br /> 11. Removal or security of non-operable equipment during seasonal shutdowns or non- <br /> operational periods. <br /> 12. Weekly site monitoring during non-operational periods. <br /> 13. Weed Management Plan would be provided to BLM and all state and county weed <br /> regulations would be followed accordingly. <br /> 2.1.4. BLM Project Design Features (PDFs) and BMPs: <br /> 1. Cultural Resources—BLM performed multiple inventories in order to design an APE that <br /> would cause no effect to historic properties, and the present project area reflects the final <br /> result. To ensure that the historic properties are avoided, an archaeologist with a BLM <br /> permit in good standing must be present during the construction of the access road. <br /> 2. Geology/Minerals—A letter, or similar form of documentation, will need to be provided <br /> to the BLM that outlines details of the coordination between any mining claimant and the <br /> mineral material contract holder and is signed by both parties involved. <br /> 3. Lands & Realty—A letter, or similar form of documentation, will need to be provided to <br /> the BLM that outlines details of the coordination between the mining claimant and the <br /> adjacent ROW holders. <br /> 4. Migratory Birds—Avoid habitat disturbance (removal of vegetation such as timber, <br /> brush, or grass) during the periods of May 15 -July 15, the breeding and brood rearing <br /> season for most Colorado migratory birds. <br /> 5. Terrestrial Wildlife—Activity at the site will be limited to hauling only from December <br /> 1S`to April 15`h to mitigate human disturbances to mule deer severe winter range. <br /> 6. Topsoil Stockpiles—Topsoil stockpiles would be seeded to prevent weed growth, erosion <br /> and to keep soil viable for use during final reclamation. A vegetative cover that is at least <br /> 20 <br />
