Bureau of Land Management Environmental Assessment <br /> Royal Gorge Field Office DOI-BLM-CO-F020-2019-0056 EA <br /> Processing operations would consist of a crusher/screener plant with a stacker on a 11/2 inch rock <br /> conveyor to process and stockpile material further from the highwall. The commodities would be <br /> roadbase,3/4"minus and 11/2"minus, all in various colors depending upon demand. Production <br /> would be approximately 50 short tons per hour from the crusher/screener plant with <br /> approximately 40,000 short tons of material produced per year; however,this is subject to <br /> change based on the demand and viability of the products. Below Table 1 lists the types of <br /> equipment and their subsequent use(s) onsite: <br /> Table 2.1.1:Description of equipment types and uses during proposed mining and processing <br /> activities <br /> Equipment Type Use <br /> Power Screen Marc3 Processing <br /> Koleman Stacker Processing <br /> KPI 4233 Impact Crusher Processing <br /> Portable Metso Screen Processing Plant with Processing <br /> conveyor system <br /> CAT 938 Loader Mining/Processing <br /> CAT D9 Dozer Mining <br /> Komatsu PC 300 Excavator Mining <br /> A BLM right-of-way(ROW) is authorized with Sangre de Cristo Electric Association(SDCEA) <br /> and requires a 20-foot buffer from the powerline center. The operator has no intention of <br /> disturbing the powerline or the power poles; however, the operator will acquire an agreement <br /> with Sangre de Cristo Electric prior to the issuance of the mineral material contract. The only <br /> water usage would be for fugitive dust control which would be managed using a water truck to <br /> control dust on the access road,processing area,product stockpiles and all other disturbed areas. <br /> The water truck will be kept onsite with potentially needing to travel on the highway for refill <br /> once or twice a week during drier weather and higher production and haul demand. Dust control <br /> requirements will be outlined in the Colorado Department of Public, Health and Environment <br /> (CDPHE),Air Pollution Emissions Notice(APEN)permit. BLM will require a copy of this <br /> permit prior to the issuance of the mineral material contract(reference permit section below). <br /> The northwest corner mine boundary intersects with a 107-power withdrawal which initially <br /> withdrew the area to mineral entry; however, a memorandum issued on July 20, 1966 between <br /> the Department of Interior and the Federal Energy Regulatory Commission(FERC), formerly the <br /> Federal Power Commission, gave BLM the FERC's consent to dispose of mineral materials from <br /> powersite lands (h3600-1; Chapter X, Special Stipulations,part G, Powersite Withdrawals).
