The BLM may choose to a)accept the project as proposed, b) accept <br /> the project with modifications/mitigation,c) accept an alternative to the proposed action,or d) <br /> not authorize the project at this time. The finding associated with this EA may not constitute the <br /> final approval for the proposed action. <br /> I.S. PLAN CONFORMANCE REVIEW <br /> PLAN CONFORMANCE REVIEW <br /> The Proposed Action is subject to and has been reviewed for conformance with the following <br /> plan (43 CFR 1610.5, BLM 1617.3): <br /> Name of Plan: Royal Gorge Resource Management Plan <br /> Date Approved: 05/13/1996 <br /> Decision Number/Paize: 1-40 &1-41/2-1-8 <br /> Decision Lan gage: 1-40: Areas will be open to mineral entry and available for mineral <br /> materials development <br /> 1.6. PUBLIC PARTICIPATION <br /> 1.6.1. Scoping <br /> BLM published a Press Release(PR) on August 17, 2020. The PR initiated a 30-day formal <br /> scoping period during which the BLM solicited input from the public on issues and impacts that <br /> are included and to be addressed in this EA. Substantive public comments received were the <br /> following: 2 Multiple Resources, 3 Law and Policy, 1 Water Quality, 1 Air Quality and Climate, <br /> 2 Vegetative Habitat, 5 Terrestrial Wildlife, I Socioeconomics,4 Recreation, and 6 Special <br /> Designations. All public scoping comments were considered and addressed in the EA. <br /> NEPA regulations (40 CFR §1500-1508)require that the BLM use a scoping process to identify <br /> potential significant issues. Scoping was the primary mechanism used by the BLM to identify <br /> issues. Internal scoping was initiated when the project was presented to the RGFO <br /> interdisciplinary team on October 30, 2020. This project was Iisted on the BLM National Land <br /> Use (ePlanning)website on December 09, 2020. <br /> 1.6.2. Public Comments <br /> The BLM published a News Release (NR) of the Draft EA on December 10, 2020. The NR <br /> announced the availability of the Draft EA, summarized the alternatives and other key <br /> information presented in the Draft EA, provided a link to the project website,provided the <br /> 6 <br />
