Map I below shows the relative location <br /> of the site in the State of Colorado,the locations of the bond release blocks and the outline(in blue),of the <br /> pre law area in the Strip Pit. <br /> Public Notice <br /> Moffat County Mining published notice of the bond release application in the Craig Daily Press once weekly <br /> for four consecutive weeks,beginning on 28 December 2018. Moffat County Mining also notified <br /> landowners within and adjacent to the mine permit area,and other interested parties,of the application for <br /> bond release,as required by Section 3.03.2(1). The Division received no written comments,objections,or <br /> requests for an informal conference regarding the bond release application. <br /> Land and Coal Ownership <br /> The ownership of the land for which bond release has been requested is state and private,and the coal <br /> ownership was federal and state. <br /> Summary of Current Activities at Williams Fork Mine <br /> DRMS considers The Williams Fork Mines"active"while it is currently undergoing reclamation and no <br /> actual coal mining is taking place. Moffat Counting Mining originally requested Phase I, II and III bond <br /> release on 305.7 acres. These acres were revised to 323.9 acres as indicated in the Introduction section of <br /> this document. The revised acres are shown in Table I below. Of these 323.9 acres, 33 acres represent <br /> pre law areas(Strip Pit), 74.6 acres represent post law areas of the Strip Pit, for a total Strip Pit acreage of <br /> 107.8 acres. 216.1 acres comprise the Utah Tract. 290.9 acres are subject to the permanent program <br /> Surface Mining Control and Reclamation Act of 1997 (SMCRA), as defined in the Regulations of the <br /> Colorado Mined Land Reclamation Board for Coal Mining (MLRB). For the strip pit area,two <br /> revegetation success criteria apply, one for areas affected prior to May 3, 1978 ("Pre-Law"), and second <br /> for areas affected after May 3, 1978. <br /> Because Pond 9A-P2 was not granted permanent status by the Division of Water Resources (State <br /> Engineer's Office), 0.2 acres were withdrawn from consideration for Phase I,II and III bond release <br /> from the Strip Pit portion of the application, making the total acres eligible for release 323.70. <br /> Permit Number C1981044 Page 4 of 25 <br />
